Purpose

To set out the framework for the utilisation of the UK Government Crisis and Resilience Fund in Derbyshire for the period April 2026 – March 2029.
 

Decision

RESOLVED to:

1)       Accept additional Government Crisis and Resilience Funding (CRF), provisional value £28.319m, for the period 1 April 2026 to 31 March 2029, as set out in the guidance issued by the Department for Work and Pensions (DWP);

2)       Delegate authority to the Director of Public Health, in consultation with the Director of Finance, to approve expenditure in line with national guidance and the local delivery plan, (including approving the framework under which individual crisis payments will be made to residents), adhering to Derbyshire County Council’s Standing Orders and relevant procurement regulations;

3)       Approve CRF grant funding to local Voluntary Community and Social Enterprise (VCSE) partners, and district and borough councils, as outlined in Appendix 3;

4)       Delegate ongoing authority to the Cabinet Member for Communities and Safety in conjunction with the Council’s s151 Officer, to approve future CRF grants to local VCSE partners in line with the agreed delivery plan, irrespective of value; and

5)       Delegate authority to the Cabinet Member for Communities and Safety to approve the annual delivery plan submitted to the Department for Work and Pensions.
