Purpose
Outline the Derbyshire Best Start in Life Plan and seek approval for its for publication. Accept the Government’s Best Start Family Hubs funding for the financial years 2026-29.
Decision
RESOLVED to:
1) Note the development of Derbyshire’s Best Start in Life Local Plan, which delivers the Government’s strategy for improving outcomes from pregnancy to the end of the Reception Year;
2) Approve the Derbyshire Best Start in Life Local Plan for publication;
3) Accept the Government’s Best Start Family Hubs funding of £6.753m as outlined in the supplementary report circulated separately, noting the breakdown of funding across financial years and programme strands as outlined in Appendix 1. Noting further grant allocation may be awarded to support the monitoring of Early Years Foundation Stage Profile;
4) Approve the implementation of the Best Start in Life local plan in line with any grant conditions, Derbyshire County Council Financial regulations and Standing Orders;
5) Delegate authority to the Cabinet Member for Children and Families in consultation with the Cabinet Member for Health and Communities to approve spend associated with implementation of the Best Start in Life Plan and the requirements of the grant in line with any grant conditions, Derbyshire County Council Financial Regulations and Standing Orders; and
6) Delegate authority to the Cabinet Member for Children and Families in consultation with the Cabinet Member for Health and Communities to approve changes or additions to the Best Start in Life local plan.
