Purpose

This sets out the spending commitments for highways for year 2026/27

Decision

DECISION: The Cabinet agreed to:

  1. Approve the 2026/27 Capital programme budget for Highway Operations of £7,165k, which has been approved as part of the Ten-year Capital programme, by Council on 26 February 2026 (KD 5994)
  2. Approve the use of £3,165k DfT grant as part funding towards this budget (the remaining £4,000k, is funded from General fund capital receipts)
  3. Approve the £3,165k for schemes identified in Appendix 4, 5 and 6, which will be progressed by use of the DfT grant.
  4. Approve the use of £3,979 for schemes identified in Appendix 1 2 and 3, funded from capital receipts.
  5. Approve the proposed breakdown of funding as shown in table 1 and the proposed schedules of schemes associated with the breakdown for carriageways, footways, bridge maintenance, contained in Appendices 1 to 6 of this report.
  6. Delegate authority to the Director of Transport, Climate and Place to approve the placing of orders through any existing relevant term contracts, or the procurement and award of individual scheme contracts as appropriate within the parameters of this report.
  7. Delegate authority to the Director of Transport, Climate and Place to amend the programme of works and funding allocations within the approved budgets as necessary for operational reasons.
  8. Delegate authority to the Director of Transport, Climate and Place to authorise the Head of Highway Operations to amend the programme of works and funding allocations within the approved budgets as necessary for operational reasons.
  9. Delegate authority to the Executive Director of Environment and Communities in consultation with the Chief Finance Officer(S151) to approve the transfer of £7.5m Lee Valley Bridge from pipeline to main capital programme, including the explicit approval of capital budget funding sources and revenue budget implications.
  10. Delegate authority to the Executive Director of Environment and Communities in consultation with the Chief Finance Officer(S151) to approve an increase to the capital programme, should further in-year funding become available, to enable delivery of reserved schemes as outlined in Appendix 1 and 2.
