The Cabinet of Enfield Council met on Wednesday 22 April 2026 to discuss a range of important issues, including the council's performance, housing initiatives, and capital programmes. Key topics included the Quarter 3 2025/26 performance report, the Housing Gateway Ltd business plan for 2026/27, and the Borough Capital Programme for highways and street scene maintenance.
Quarter 3 2025/26 Performance Report
The Cabinet was scheduled to review the Quarter 3 2025/26 Performance Report, which reflects the council's progress in delivering its priorities as set out in the Council Plan 2023-26. This report, provided by the Chief Executive, details performance against Key Performance Indicators (KPIs) and highlights key achievements and areas for action. The report indicated progress in areas such as housing approvals, environmental improvements like fly-tip clearance, and financial resilience through a reduction in Council Tax arrears.
Housing Gateway Ltd Business Plan 2026/27
A report from the Executive Director of Housing and Regeneration was scheduled for discussion regarding the Housing Gateway Ltd (HGL) Business Plan for 2026/27. This plan outlines HGL's strategic, operational, and financial priorities for the upcoming financial year, detailing its role in supporting the Council's objectives of delivering savings, enhancing accommodation quality for residents, and responding to housing market pressures. HGL, a wholly-owned company, manages a significant portfolio of properties and aims to maximise financial returns to the shareholder while maintaining good resident outcomes and ensuring the safety and condition of its housing stock.
Selective Licensing Scheme - Private Rented Housing
The Cabinet was also set to consider a report from the Executive Director of Housing and Regeneration concerning a proposed new five-year selective licensing scheme for private rented housing. This scheme, based on consultation outcomes and supporting evidence, aims to address issues such as poor housing conditions and management standards, and anti-social behaviour (ASB) in 17 of Enfield's wards. The report details the proposed licensing objectives, conditions, fee structure, and the outcome of an equalities impact assessment.
Borough Capital Programme 2026/27 - Highways and Street Scene
A report from the Executive Director of Environment and Communities was scheduled to present the Borough Capital Programme for 2026/27 concerning Highways and Street Scene. This report details proposed schemes to be funded from the capital programme, including a significant increase in highways investment compared to the previous financial year. The programme comprises significant investment in carriageway and footway resurfacing, highway defect repairs, bridge maintenance, and minor highway capital improvement schemes.
Date of Next Meeting
Finally, the Cabinet was scheduled to note the date of the next meeting, with the schedule of Cabinet meetings for 2026/27 to be agreed by Council on 27 May 2026.
