Proposal to bring forward smaller development sites

Decision

DECISION: The Cabinet agreed to:

I.               Approve the Small and Medium Sites Delivery Strategy as the Council's framework for increasing housing delivery from small development sites across the borough.

II.             Approve the establishment of a proactive support and outreach programme for landowners, applicants and developers to provide planning guidance and development support aimed at bringing forward deliverable small-site housing schemes.

III.            Approve the development of a Council-led small sites programme that identifies suitable Council-owned land and assets capable of being brought forward for residential development.

IV.           Approve a targeted support package for SME developers, including engagement, guidance and opportunities to partner with the Council in delivering housing on small sites.

V.             Support continued engagement to advocate for policy changes that facilitate the delivery of small sites, including the implementation of the proposed Small Sites Design Code and a review of wider planning and viability barriers.

VI.           Note the findings of the assessment of small sites, including sites with extant planning permissions, lapsed permissions and live development opportunities, and endorse the proposed actions to facilitate delivery.

VII.         Delegate authority to the Executive Director of Housing and Regeneration in consultation with the appropriate Cabinet Member  to approve the detailed procurement strategy, completion of the relevant governance processes to procure and award contracts associated to this strategy.
