About

Full Council, involving all 51 councillors meets approximately six times per year and is responsible for electing the Leader of the Council, governance arrangements, including establishing council committees and their terms of reference and changes to the council’s constitution. Full Council also agrees the annual budget, council tax levels and the borough-wide policy framework. From time to time full Council meetings also look in depth at one particular issue affecting the borough.  The meeting agenda and all available papers are published on the website five working days in advance of the meeting.

 

With the exception of the meeting at which the Council’s Budget is set, Council meetings also consider questions and petitions from members of the public and councillors and motions from councillors. At each year’s special Annual Council meeting, the Council elects a new Mayor and Deputy Mayor and agrees the appointment of councillors to committees and outside bodies. Council meetings are usually chaired by

the Mayor.

 

In addition to the six ordinary meetings of the Council each year and Annual Council, there are occasionally additional meetings to award Freedom of the Borough to people who Council recognises have made an outstanding contribution to the community. Freedom of the Borough is the highest honour the Council can bestow.
