The Chair explained that all members present
knew Councillor Kugan but confirmed that this did not preclude any
member from making a decision with an open mind. The Chair sought,
and received, confirmation from all other members that they had no
prior involvement with the matter that would prevent their
participation.
 
Councillor Giles declared that, whilst
Councillor Kugan had been a member of the Liberal Democrat Group at
the time the complaint was made, she had subsequently joined his
group and he had been copied into correspondence relating to the
complaint but had only provided pastoral support to Councillor
Kugan and nothing more.
