The Licensing (Hearings) Sub-Committee handles specific decisions under the Licensing Act 2003 and the Gambling Act 2005 that cannot be made by council officers. This includes applications where existing policy lacks clarity or where the Director of Neighbourhoods & Environmental Services deems a sub-committee decision more appropriate.

This sub-committee's remit excludes policy issues, which are reserved for the main Licensing and Public Safety Committee. Its decisions are quasi-judicial in nature and cannot be subject to an Objection under council procedure rules.
