 1. Fourteen 87 Ltd (“the
Applicant”) applied for a variation of the Premises Licence
on 19th August 2025 for Fourteen 87, 7 Catford Broadway, Catford,
London SE6 4SP (“the Premises”).
2. The application was made and advertised by
owner for his business in accordance with Regulation 25 of the
Licensing Act 2003 (Premises licences and club premises
certificates) Regulations 2005, and the last date for
representations was 16th September 2025.
3. The particulars proposed for the premise
licence were:

4. The premises is currently licensed for the
following activities:
Sales by retail of Alcohol, on and off the
premises.

above
New Year Eve’s, Valentine’s Day
and Christmas Eve until 02:00
5. Three representations was received two from
local residents and one from a local Councillor on the grounds that
the application does not promote the Licensing Objectives, of the
prevention of public nuisance and the prevention of crime and
disorder. The representations were received within the specified
time, were examined by Officers and were not considered to be
vexatious or frivolous.
5. The Applicant offered conditions as part of
the application, appearing in Annex 2 ‘Conditions consistent
with the Operating Schedule’ on pages 46 of the Agenda and
reports pack. No Responsible Authority made any
representations.
6. The Licensing Sub-Committee D held a
meeting on the 14th of October 2025 to consider the Application.
Safer Communities, Senior Licensing Officer, Richard Lockett,
introduced the report. The owner of the applicant company, Mr
Adeleke Lasaki, then addressed the Sub-Committee in support of the
premises licence application. He was allowed a fixed period of time
and answered Members’ questions. A local resident and a Ward
Councillor, who submitted written representations objecting to the
grant of the licence, attended and were invited to speak. They were
allowed an equal amount of time and answered the questions put to
them by Members. The Applicant was given an opportunity at the end
to briefly sum up, as were the local resident and the
Councillor.
7. In making its decision the Sub-Committee
has considered all the papers contained in the report pack and
submitted documents, including written submissions, together with
the Applicant’s oral submissions and the Councillor objector
at the hearing. The Sub-Committee also considered the
Council’s own Statement of Licensing Policy 2020-25 and the
latest Home Office Statutory Guidance, revised in December
2023.
8. The decision of the Sub-Committee is to
grant the variation of the premises licence as applied for,
including the amendment and addition of seasonal variations as
requested,

9. The Sub-Committee’s reasons for
taking this decision are:
a.
The Sub-Committee recognised that the
authority should promote the nighttime economy where appropriate
and having a properly run premises, with door staff tended to make
the public feel safer.
b.
From the Council’s Statement of
Licensing Policy, Catford Broadway is within a designated town
centre area and the varied operating hours for this type of
premises on Friday and Saturday are within the
‘preferred’ operating hours and are appropriate. The
Sub-Committee considered that given the location and proximity of
residential premises, the current operating hours should remain on
Sundays.
c.
In view of the modified hours of operation,
the additional conditions offered as part of the application were
necessary and proportionate to promote the licensing
objectives.
d.
The Sub-Committee noted that on the Premises
becoming operational, if the licence conditions were not complied
with it was open for any person to instigate the licence review
process.
11. There is a right of appeal against this
decision. Any appeal should be made to the Magistrates’ court
within 21 days beginning with the day on which the Applicant was
notified of the decision.
Any person who has given notice of appeal on a
licensing decision to the Magistrates Court, or is considering
doing so, should not approach council officers for legal advice. A
person making an appeal should seek independent legal advice, for
instance, from a firm of solicitors or the local Citizens Advice
Bureau may be able to assist.
