About

Purpose

 

The Health and Wellbeing Board’s Strategic Reference Group (HWBSRG or SRG) brings together key partners and delivery organisations to inform the strategy, decisions, work and performance management arrangements of the Health and Wellbeing Board (HWB).

The SRG’s role will be to purposefully assist the HWB to engage stakeholders in the development of its needs assessments and the setting of key objectives and performance targets. This includes the key objectives within the Council’s health improvement, commissioning and public, service user and patient engagement strategies and within the Commissioning Strategy Plans of the Clinical Commissioning Group.

The SRG will also assist the HWB in evaluating the delivery of performance for the targets and outcomes which fall within the remit of the SRG’s members including where the HWB’s is contributing to the Newham Partnership Board’s overall targets. Thereby maximising the contribution of its members on cross cutting priorities

Vision The vision of the SRG will be the same as that of the HWB which is currently being revised with partners.

Ambition   The SRG ambitions are that by working effectively together its members can assist in

• Setting the strategic direction for better health and wellbeing services in Newham

• Improving the quality of and access to health and wellbeing services so that they are closer to people and their needs

• Reducing health inequalities between Newham and London, and between neighbourhoods and demographic groups within Newham

• Creating the right conditions for communities and individuals to take responsibility for their own health and wellbeing as part of the Borough’s approach to developing personal, community and financial resilience.

• Securing an effective dialogue with key stakeholders and residents

• Building partnerships with others to build a healthy Newham, for example by creating employment opportunities and becoming healthy employers.

Terms of Reference

To provide a forum across key providers, including the NHS, private business and third sectors, to inform the development and assist in the co-ordinated delivery of HWB’s strategy.

To identify key issues and emerging trends by acting as a forum for intelligence sharing and therefore inform the HWB needs assessment.

To take a partnership approach to identifying solutions that can be recommended to the HWB. This includes establishing task and finish groups to identify and respond to key challenges.

To take an integrated approach to delivering improvements in line with HWB strategy, ensuring added value within the work of their own organisations or sectors.

 

To work with the HWB to ensure effective engagement with providers and with service users, patients and the wider public, helping to facilitate a continuing dialogue.

 

To prepare and present reports to the HWB on the work of the SRG with clear recommendations.

 

To produce a forward plan for agendas, this is aligned with the forward plan of the HWB and includes an annual self-assessment.

 

To carry out functions required by the HWB that assist that body in taking open and transparent decisions and which fall within the remit of the SRG.

*The HWB is a Board established for the purposes of ensuring appropriate joint working and implementation of changes arising from the proposals to strengthen the local democratic legitimacy of the NHS through the establishment of Health and Wellbeing Boards.
