Purpose

The Anti-Social Behaviour Act 2003 requires local housing
authorities, housing action trusts and registered social landlords
to prepare and publish a policy in relation to antisocial behaviour
(ASB) and procedures for dealing with occurences of ASB. The draft
policy discharges this duty and incorporates a coordinated response
for the Council.

The policy is submitted for consideration and approval by the
Executive.

KEY DECISION
 
That the Executive:
 

a)     
Approved the North Northamptonshire Anti-Social Behaviour
(ASB) Policy:

 

b)     
Delegated authority to the Assistant Director Communities and
Leisure in consultation with the Executive member for Communities
to make any amendments required prior to publication:
 

c)   Endorsed the proposals to carry out
further engagement with stakeholder groups to develop accessible
versions of the Policy.
 
 
Reason for Recommendations
– The policy will ensure the Council applies consistent
approaches to tackling ASB, including investigating and responding
to complaints of ASB and how we use the powers available to us
under the Anti-Social Behaviour, Crime and Policing Act
2014.
 
Alternative Options Considered
– Having an ASB policy is considered good practice and there
are specific areas of legislation the Council must comply with, as
set out in sect. 8.2 below. The only alternative option would be
not to have an ASB policy, which would impact negatively on us
around the legislative requirements, taking enforcement action and
providing a consistent service across our whole organisation and
for our residents, businesses and visitors.
