Purpose

Setting up a Joint Committee to manage
transition to the Shadow Authority in May 2026.

Decision

RESOLVED –
that the Executive agree to:
 
(i)            
Note the update about Local Government Reorganisation in Surrey,
including the transitional arrangements proposed in the draft
Surrey (Structural Changes Order) 2026 (SCO).
 
(ii)          
Note the terms of reference for the East Surrey Joint Committee
(Annex 1).

 
(iii)        
Note that – as the functions to be exercised by the East
Surrey Joint Committee under the Surrey (Structural Changes Order)
2026 (and any voluntary predecessor) are to be Executive functions
– under Article 9 of the Council’s constitution, the
Leader can make the arrangements for the establishment of the
Committee and make the nomination of who will be appointed to
it.

 
(iv)        
Agree the establishment of an East Surrey Joint Committee as
detailed in the report and the Terms of Reference and procedure
(Annex 1) under the provisions of section 101(5) (arrangements for
discharge of functions by local authorities) of the Local
Government 1972 Act.

 
(v)          
Note that Cllr Richard Biggs will be the appointed
representative for Reigate & Banstead on the East Surrey Joint
Committee (on a voluntary basis before the enactment of the (Surrey
Structural Changes Order) 2026 and Cllr James Baker will be the
named substitute.

 
(vi)        
Delegate authority to the Chief Executive, in consultation with
the Leader and the Strategic Head of Legal & Governance
(Monitoring Officer) to agree any other matters to support the
establishment, operation and decision-making in support of the East
Surrey Joint Committee.
