Purpose

Agree the delivery of external facilities for
public recreation, leisure and entertainment to be used in
connection with sport and social activity.

Decision

RESOLVED –
that the Executive agree to:
 
(i)            
Allocate £3.976m of Section 106 funding to bring forward
the development of a new Town Park at Tanyard Meadows and enhanced
sport and play provision elsewhere in the town in accordance with
the budget allocations in the PART 2 report.
 
(ii)          
Authorise the Head of Place Delivery in consultation with the
Executive Member for Greenspaces and Environmental Sustainability
and the Executive Member for Place, Planning and Regulatory
Services to:

 
·      
Procure a design team and any necessary consultancy services for
the Town Park
·      
Make a planning application(s) to bring forward the Town
Park
·      
Make all applications to statutory bodies to bring forward the
Town Park and to enter into any agreements or contracts as
required
·      
Procure and appoint a contractor(s) to deliver the Town
Park
·      
Alter the scope and boundary of the Town Park as required to
deliver the project objectives
·      
Allocate any Section 106 funds that are not required for the
Town Park, to improve other open spaces in Horley, in line with the
relevant agreements
·      
Procure and enter any necessary contracts and professional
appointments required to deliver improvements to other open spaces
as necessary
·      
Enter into any third-party and funding agreements necessary to
deliver open space improvements as necessary
·      
Authorise the Head of Finance to make the necessary arrangements
to allocate funds and amend the Capital Programme.
