All Councillors meet several times a year at Council. The Council sets the policy and budgetary framework within which the Committees must operate and remains the ultimate policy making body for Richmond upon Thames. The Council is also responsible for appointments. It elects the Leader, Committee chairs and members of other committees. Councillors and Members of the Public have the right to question Committee chairs at meetings of the Council.
