The full Council, comprising all 39 Borough Councillors, is responsible for setting the Council's annual budget, major policies, and council tax levels. It meets six times a year, chaired by the Mayor.

Members of the public can ask questions at full Council meetings on any matter within the Council's powers or duties, or that affects the Borough. Questions must be submitted by 5:00 p.m. on the fourth working day before the meeting.
