The Urgency Committee is convened by the Chief Executive or Strategic Director if insufficient councillors are available for regular committee meetings. It comprises the Leader of the Council (Chair), the Deputy Leader, and the Leader of the Opposition, with substitute members from the majority and opposition parties. This committee can make any decision within the Council's power, provided it is not a matter legally reserved for the Full Council.
