About

The Council, comprising all 49 elected Members, holds ultimate responsibility for the governance of Thurrock. It adopts and amends the Council's Constitution, approves the Policy Framework and Budget, and makes key decisions on executive functions that deviate from these established policies.

The Council also elects and removes the Leader, agrees the terms of reference and composition of other committees, and appoints representatives to external bodies. It has the power to make, amend, or revoke bylaws, promote or oppose local legislation, and appoint or dismiss the Chief Executive. Any functions not delegated to the Leader/Cabinet or reserved by law are also handled by the Council.
