Purpose

The Cabinet will be asked to consider and approve interim changes to the Council’s Taxi and Private Hire Vehicle Policy around the disapplication of ‘new’ vehicle age limits and the introduction of emission based standards.

Decision

Resolved:

That:

  1. The removal of the maximum age limit on taxis at first registration and introduce an emissions standard equivalent to Euro 6 or above for all vehicles at their first registration, effective from 1 July 2026, be agreed.
  2. The feedback from the public consultation (at Appendix A to Report number CAB/WS/26/022) on extending the measure to renewals as well as first registration, be noted.
  3. Future emission standards, in line with national policy, be delegated to the Director (Housing, Communities and Regulatory), in consultation with the Portfolio Holder for Environment and Regulatory.
