About
The Health Select Committee will:
1. Review and scrutinise any matter relating to the planning, provision and operation of health, adult social care and public health services in Wiltshire, including any significant change to service provision and those jointly commissioned or delivered by the council
2. participate in cross-boundary overview and scrutiny of health services with other local authorities; this could include the establishment of joint committees; or the delegation of functions to another local authority.
3. Maintain an overview of the council’s responsibilities and role in relation to health and wellbeing. Statutory Powers: Local authority Health Overview Scrutiny Committees (HOSCs) hold powers under the Local Authority (Public Health, Health and Wellbeing Boardsd and Health Scrutiny) Regulations 2013 The Local Authority (Public Health, Health and Wellbeing Boards and Health Scrutiny) Regulations 2013. Since 31 January 2024, the Secretary of State for Health and Social Care can intervene in proposals for changes to local NHS services (otherwise referred to as ‘reconfigurations’). These reforms update a process, whereby powers previously held exclusively by HOSCs to refer proposed reconfigurations to the Secretary of State are replaced with a call-in request process open to anyone.
