A key decision is defined as one likely to incur significant expenditure (over £500,000 for capital or revenue) or have a substantial effect on communities across two or more wards. Key decisions must be published on the Cabinet's Forward Plan at least 28 days before they are made. Once a decision is published, a 5-working-day call-in
period begins before it can be implemented.
