Open Council Network is an independent organisation. We report on Westminster and are not the council. About us
The Cabinet of Westminster Council is scheduled to consider proposals for the future of housing in the borough and the renewal of a scheme to regulate Houses in Multiple Occupation. The meeting will also review applications for funding from the Neighbourhood Community Infrastructure Levy.
Westminster Housing Strategy 2026-2031
A key item on the agenda is the proposed Westminster Housing Strategy 2026-2031. This document outlines the council's plans for housing over the next five years. The strategy aims to address the housing needs of residents and is presented for approval by the Cabinet. The full report can be found in the Cabinet Report. Appendices to this report include Appendix A, Appendix B, and Appendix C.
Renewal of Additional Licensing Scheme for Houses in Multiple Occupation
The Cabinet will also consider the renewal of the council's Additional Licensing Scheme for Houses in Multiple Occupation (HMOs). This scheme requires landlords of certain HMOs to obtain a licence from the council. The report details the proposed renewal of this scheme, which is intended to improve housing standards and safety in the borough. Further details are available in the Cabinet Report, with supporting documents including Appendix 1, Appendix 2, Appendix 3, Appendix 4, and Appendix 5.
Neighbourhood Community Infrastructure Levy High Value Allocations
The meeting agenda includes a review of two high-value applications for funding from the Neighbourhood Community Infrastructure Levy (NCIL). The NCIL is a levy that local authorities can charge on new developments in their area, which can then be used to fund local infrastructure projects. The report on these applications is available in the Cabinet Report, with supporting documents including Appendix 1, Appendix 2, and Appendix 3.
The meeting will also include the approval of the minutes from the previous meeting held on 23 February 2026, as detailed in the Minutes of Previous Meeting. The meeting is scheduled to take place at 6:30 pm at 18th Floor, 64 Victoria Street, London, SW1E 6QP.
