Open Council Network is an independent organisation. We report on City of London and are not the council. About us
The Civic Affairs Sub-Committee was scheduled to discuss a range of matters concerning the City of London's civic functions and hospitality. Key items included a resolution from the Markets Board regarding the future of Smithfield Market, proposed guidelines for city hospitality costs, and applications for the use of the Great Hall and for hospitality events.
Resolution from the Markets Board
A resolution from the Markets Board was scheduled for discussion, concerning the 160th anniversary of the opening of the Smithfield Central Market Buildings in 2028. This date also provisionally marks the departure of market traders from the site to a new location in the Royal Docks. The Markets Board requested the Civic Affairs Sub-Committee's support in arranging events to commemorate these two significant moments. It was also proposed to consider inviting members of the Royal Household to visit the market in 2028, given their historical support for Smithfield Market, including visits by Queen Elizabeth the Queen Mother in 1968. The resolution aimed to mark the legacy of the Smithfield Central Markets and the traders' departure, aligning with the City Corporation's priorities of supporting a vibrant destination and flourishing public spaces.
City Hospitality Cost Guidelines 2026/27
The committee was scheduled to consider the City Hospitality Cost Guidelines for the 2026/27 financial year, as reported by the Remembrancer. These guidelines would likely outline the framework and financial parameters for hospitality events hosted by the City Corporation.
Applications for the Use of Great Hall
A report from the Remembrancer was to be presented detailing applications for the use of the Great Hall, a significant venue within the Guildhall.
Applications for Hospitality
The Sub-Committee was scheduled to review and make decisions on various applications for hospitality. This included a specific application, referred to as Application A, as well as a broader item titled Hospitality Consideration,
both reported on by the Remembrancer and the Deputy Town Clerk.
Events Benefitting from No User Charge
A report from the Remembrancer was to be presented concerning events that would benefit from not incurring user charges.
Member Workspace Requirements
A joint report from the Executive Director of the Environment Department and The City Surveyor and Executive Director of Property was scheduled for discussion, addressing the workspace requirements for members.
For Information Items
Several items were listed for information only, meaning they were presented for the committee's awareness without requiring a formal decision unless a member had prior questions. These included:
- Forthcoming Committee of Court events involving hospitality and other non-hospitality events.
- An evaluation of committee hospitality and City-hosted events.
- A summary of committed hospitality funding.
- Final accounts for various receptions.
- A report on delegated authority.
- Decisions taken under delegated authority or urgency powers.
Exclusion of the Public
A motion was scheduled to be considered for the exclusion of the public from certain agenda items. This is a procedural step to allow for the discussion of matters that may involve sensitive or confidential information, relating to functions of the Court of Common Council not subject to public access provisions under the Local Government Act 1972. Following this, the non-public minutes of the previous meeting on 23rd January 2026 were to be agreed. Confidential minutes were also scheduled for agreement as part of Part 3 of the agenda.
