The Court of Common Council convened on Thursday 21 May 2026, with a packed agenda that included the consideration of resolutions from annual wardmotes, appointments to various committees, and reports on policy matters. A significant portion of the meeting was dedicated to the appointment of members to numerous committees and boards, as well as the consideration of applications for the Freedom of the City.
Resolutions from Annual Wardmotes
The Court was scheduled to consider resolutions from several Wardmotes. The Ward of Cordwainer raised concerns about cyclists not complying with the Highway Code and requested consideration of enforcement measures. The Ward of Cripplegate expressed grave concerns about the transparency, fairness, and accountability of the City of London Corporation's planning process, proposing measures to prevent conflicts of interest and bias among councillors on planning committees, and advocating for an independent design review process. The Ward of Dowgate recorded its opposition to the establishment of a Business Improvement District (BID) within its area, urging its representatives to vote against it. Farringdon Within highlighted an under-provision of bins in the ward. Portsoken expressed thanks for e-bike management enforcement but called for further encouragement and enforcement of cycle safety, particularly near The Aldgate School. Portsoken also noted concerns regarding childcare provision at The Aldgate School and requested continued support for early years childcare beyond 2027. Queenhithe sought an explanation of procedures and measures taken against Southwark Council regarding noise pollution from buskers on the South Bank. Tower Ward expressed alarm at the loss of retail and hospitality units at the 47-50 Mark Lane development and asked about the Corporation's plans to address this and ensure vibrant cultural use on the site. Vintry Ward formally recorded its opposition to the proposed Riverside Business Improvement District, urging its representatives to vote against it and advising the Corporation against outsourcing civic responsibilities to private, levy-funded bodies.
Appointments to Committees and Boards
A substantial part of the meeting involved appointments to various committees and boards. These included the Civic Affairs Sub-Committee, Community and Children's Services Committee, Education Board, Health and Social Care Scrutiny Committee, Markets Board, City & Guilds Foundation, City of London Reserve Forces and Cadets Association, and St Andrew Holborn and Stafford's Charity. Additionally, the Court was to consider appointments to the Policy and Resources Committee, Investment Committee, City of London Police Authority Board, Corporate Services Committee, Board of Governors of the Guildhall School of Music and Drama, Barbican Centre Board, Audit and Risk Management Committee, Gresham Committee (City Side), Natural Environment Board and West Ham Park Committee, Epping Forest & Commons Committee, Licensing Committee, Pensions Committee, Health and Wellbeing Board, City Bridge Foundation Board, Digital Services Committee, Hampstead Heath, Highgate Wood & Queen's Park Committee, Barbican Residential Committee, and the Education Board. Appointments to outside bodies, including The Guild Church of St Lawrence Jewry and the City Archaeological Trust, were also scheduled. Furthermore, the Court was to consider appointments to vacancies on Ward Committees, specifically the Port Health & Environmental Services Committee, Culture Heritage and Libraries Committee, and Community and Children's Services Committee.
Policy and Resources Committee Matters
The Policy and Resources Committee was scheduled to present several reports. One report concerned the Chairmanship of the Barbican Centre Board, seeking to waive a standing order to allow the current Chairman to serve for an additional year on an exceptional basis to provide continuity during the Barbican Renewal period. Another report detailed urgent action taken regarding the reinstatement of the London Marathon Public Spaces Protection Order (PSPO) for a further three-year term, noting its success in reducing anti-social behaviour and public disorder.
Freedom of the City Applications
The Court was to consider a circulated list of applications for the Freedom of the City by Redemption. This list included numerous individuals from various professions and locations, with their nominators also detailed.
Motions
Several motions were scheduled for consideration. Deputy Paul Martinelli proposed the appointment of Stuart Thompson to the Port Health and Environmental Services Committee. Deputy Jaspreet Hodgson proposed the appointment of Alderman Sir Andrew Parmley to the Planning and Transportation Committee. Deputy Ceri Wilkins proposed the appointment of Dawn Frampton to the Planning and Transportation Committee. Deputy Andrien Meyers proposed the appointment of Timothy McNally to the Community & Children's Services Committee.
Legislation
A report was to be received outlining measures introduced into Parliament that may affect the services provided by the City Corporation. This included details on the Public Authorities (Fraud, Error and Recovery) Act 2025, Procurement (Amendment) Regulations 2026, Employment Rights Act 2025, and the Town and Country Planning (Mayor of London) (Amendment and Transitional Provision) Order 2026.
Ballot Results
The Town Clerk was to report the outcome of several ballots taken at the previous Court meeting for appointments to the Policy and Resources Committee, Investment Committee, City of London Police Authority Board, Corporate Services Committee, Board of Governors of the Guildhall School of Music and Drama, and the Barbican Centre Board.
Other Reports and Items
The Court was also scheduled to receive a statement from the Chairman of the Policy and Resources Committee, hear a report on the Lady Mayor's engagements, and consider resolutions on retirements, congratulatory resolutions, memorials, and awards and prizes. Additionally, there were provisions for docquets for the Hospital Seal. A motion was tabled to exclude the public from the meeting for certain items due to the likely disclosure of exempt information, which would include the non-public minutes of the previous meeting, and reports from the Corporate Services Committee, Policy and Resources Committee, Finance Committee, and Civic Affairs Sub-Committee. The Finance Committee was to consider a report relating to the London Museum.
