The Resource Allocation Sub (Policy and Resources) Committee was scheduled to discuss funding bids for on-street parking, a report on the Bazalgette Foreshore development, and updates on the City Surveyor's business plan and risk register. The meeting also included discussions on the refurbishment of the Guildhall complex and various operational property matters.
On-Street Parking Reserve Bids
The committee was scheduled to consider bids for funding from the On-Street Parking Reserve (OSPR) for the fourth quarter of the 2025/26 financial year. A report indicated that one bid had been received for £135,000 to fund enabling works. These works would support changes to the controlled parking zone hours and tariffs, aiming to encourage greater use of off-street car parks and public transport, and ensure that those driving into the City during evenings and weekends contribute to street maintenance costs. The report noted that this project aligns with the 'Leading sustainable environment' and 'Flourishing public spaces' objectives of the Corporate Plan 2024-29. The funding is in accordance with the Road Traffic Regulation Act 1984 and the London Local Authorities and Transport for London Act 2003.
Bazalgette Foreshore Update
An update was scheduled regarding the Bazalgette Foreshore, specifically concerning the undercroft and former rifle range in relation to the Thames Tideway development. This item was for information only and was not scheduled for discussion unless members had prior questions.
City Surveyor's Business Plan and Risk Register Updates
The committee was set to receive updates on the City Surveyor's Business Plan for 2025-30, covering the third quarter of 2025/26. Additionally, an update on the City Surveyor's Corporate and Departmental Risk Register for March 2026 was scheduled. Both of these items were for information only.
Refurbishment of 20/21 Aldermanbury, Guildhall Complex
A report from the City Surveyor was scheduled for discussion concerning the refurbishment of 20/21 Aldermanbury, within the Guildhall complex. This item was listed for decision.
Operational Property Updates
Two items were scheduled for discussion regarding operational property. The first, presented by the City Surveyor, was an Operational Property Update.
The second, presented by the Executive Director, Environment, was an Environment Department Operational Property Update.
Other Scheduled Discussions
The agenda also included the agreement of public minutes from the previous meeting held on 27 January 2026. In addition, there were provisions for members to ask questions on matters relating to the work of the sub-committee and for the Chair to consider any other urgent business.
The meeting also had a Part 2 and Part 3 agenda, which were to be held with the public excluded. These included non-public minutes, a natural environment charities complementary land use assessment, the City Surveyor's Department - Corporate Property Group: Operating Model Review, and Guildhall Security: Strategic Transformation to Support Sustainable Service Delivery.
