The Streets and Walkways Sub (Planning and Transportation) Committee was scheduled to discuss several key infrastructure projects, including the Aldgate to Blackfriars Cycleway and the Salisbury Square Highways and Public Realm Project. The committee was also set to consider the proposed extension of the Highway Construction and Maintenance Term Contract and review delegated decisions made by officers.
Aldgate to Blackfriars Cycleway
The committee was scheduled to consider restarting the Aldgate to Blackfriars Cycleway project and proceeding with detailed design. This project aims to create a safer, more attractive, and accessible east-west cycle route, linking to other cycleways across London. Following public consultation, concerns regarding accessibility at bus stop bypasses led to a temporary pause. New statutory guidance on floating bus stops has since been published, and the scheme has been reviewed against it, with updated designs incorporating mitigation measures to address user needs, particularly for disabled people. The report indicated that progressing this scheme is essential to secure Transport for London (TfL) funding and align with the City's Transport Strategy. Failure to agree to the recommendation would result in the cancellation of the project.
Salisbury Square Highways and Public Realm Project (Gateway 3)
Approval was sought to commence works for the Salisbury Square Public Realm and Highway Improvements project, which is an integral part of the wider Salisbury Square Development. This developer-funded scheme includes enhancements to Salisbury Square with integrated security measures, greening, seating, and improvements to Whitefriars Street, Salisbury Court, Dorset Rise, and Fleet Street. While the total estimated project cost is £6,877,772, there is an estimated funding gap of £1,877,772. However, the developer has allocated £5 million, which is sufficient to begin some works, critical for the building's operational timeline. The recommendation was to authorise works up to a budget of £5 million, noting the total estimated cost and the ongoing resolution of the funding gap.
Highway Construction and Maintenance Term Contract - Proposed Contract Extension
The committee was scheduled to consider a report recommending the extension of the Highway Construction and Maintenance Term Contract with FM Conway for a further five years. The report highlighted FM Conway's consistent high performance, strong partnership working, and favourable benchmarking outcomes. Extending the contract is recommended to mitigate potential cost increases associated with a full retender, ensuring continuity of service delivery and effective forward planning. The recommendation was to agree to the extension and for the Comptroller and City Solicitor to arrange and execute a Deed of Variation.
Policy and Projects Delegated Decisions
A report was scheduled for information, summarising decisions made between February and April 2026 concerning Transport and Public Realm projects under existing delegated powers by officers within the Environment Department or by the Environment Portfolio Board. This included decisions on 'Tier 1' projects by the Environment Portfolio Board and 'projects' under £250,000 by the City Operations Director.
Anti-Terrorism Traffic Regulation Order (ATTRO)
The committee was asked to review the usage of the permanent Anti-Terrorism Traffic Regulation Order (ATTRO) during 2025 and agree to its retention for a further three years. The ATTRO, established in 2016, allows the City Police to control movement for counter-terrorism purposes. Its use has been limited to special events, with requests carefully considered for proportionality. The report noted that the changing threat landscape, including the forthcoming Martyn's Law, may lead to an increase in requests for its use, but scrutiny would continue to ensure proportionality.
