The Melksham Area Board meeting scheduled for 27 May 2026 was set to cover a range of community matters, including updates from key partners, funding applications, and appointments to various groups. A significant portion of the agenda was dedicated to reviewing reports and recommendations from sub-groups, particularly concerning local highways and footpaths.
Key Partner Updates
The meeting was scheduled to receive updates from key partners, including Wiltshire Police and Town and Parish Councils. The Wiltshire Police update was expected to cover their Violence Against Women and Girls quarterly report for Spring 2026, detailing ongoing work with the Ending VAWG Coalition Wiltshire, efforts to tackle stalking, and plans for a domestic abuse intensification month in May. The report also highlighted Project Vigilant, an initiative to train officers in recognising predatory behaviours, which has been adopted by other police forces.
Community First provided an update on their activities, including job vacancies, their commitment as a Disability Confident Employer, and support for youth clubs and village halls. They also shared details of their Voice It, Hear It
project concerning Direct Payments and the launch of their One Million Miles: The Link Story (2015–2025)
report, which details the vital role of Link Schemes in providing transport for vulnerable residents. The Wiltshire Association of Local Councils (WALC) was also set to provide an update on their new Environment Network and expanded training opportunities for local councils.
Wessex Community Action presented a briefing note highlighting the significant pressures facing Wiltshire's voluntary, community, and social enterprise (VCSE) sector, including charity closures due to financial strain and rising demand. They outlined challenges such as a lack of core funding, increasing operational costs, and the need for multi-year funding agreements. Their call to action urged partners to invest in local infrastructure support, fully commit to the new Wiltshire Council and VCSE Sector Partnership Framework, and ensure grants provide full-cost recovery.
The Wiltshire Faith Communities Network was also to be discussed, with objectives to increase participation, co-deliver impactful engagements, and establish stronger links with minority faith communities. This initiative aligns with the Council's Community Engagement Strategy and the Together
principle of the Our Wiltshire Plan.
Area Board Funding
The meeting was scheduled to consider applications for Area Board Funding, with remaining budgets detailed for Community Area Grants (£22,732.00), Older and Vulnerable People Grants (£7,700.00), and Young People Grants (£18,616.00). Several applications were listed for Community Area Grants, including £704.72 for Keevil Village Folk Night's sound equipment, £1,395.60 for the 1st Bowerhill Scout Group's shipping container, and £5,000.00 for the Melksham Scout Group's replacement heating system. An application for £480.00 from the Bowerhill Ladies Group for a Summer Coach Outing was also to be considered under Older and Vulnerable Grants.
Sub-Group Reports
Reports were expected from several sub-groups:
- Local Highways and Footpath Improvement Group (LHFIG): The minutes from the LHFIG meeting on 7 May 2026 were to be noted, along with recommendations for the provision of verge marker posts on Halifax Road, Bowerhill (£400.00), and flood warning signs on Mill Lane, Broughton Gifford (£500.00). The report detailed numerous ongoing highway and traffic management issues across Melksham and surrounding areas, including requests for parking restrictions, speed limit assessments, and improvements to pedestrian access. Financial summaries for both the 2025/26 and projected 2026/27 LHFIG budgets were provided, indicating a projected deficit for the upcoming financial year before third-party contributions.
- Melksham Health & Wellbeing Group: An update was to be received from this group, with notes from their meeting on 7 May 2026 indicating discussions on transport to local support services, food insecurity, and the Crisis and Resilience Fund. The potential creation of local support hubs was welcomed, and a workshop was planned for autumn 2026 to explore this further. Updates on daytime discos for older people, a local support directory, a new community garden at Giffords Surgery, and the launch of the Wiltshire Community Lottery were also mentioned. Concerns were raised regarding an application from the Bowerhill Ladies Group for a coach outing, with a recommendation to explore the application further before a decision is made.
- Melksham Local Youth Network: An update was to be provided on the progress of this network.
Appointments
The meeting was scheduled to consider appointments of lead members to Outside Bodies and working groups for 2026/27, including the role of Area Board Environment Lead and Youth Lead. A Lead Member for the LHFIG was also to be appointed. The Terms of Reference for the LHFIG were provided, outlining its advisory role in making recommendations to the Area Board for small-scale transport schemes.
Other Items
The agenda also included an opportunity for public questions under Ask your Area Board,
Chairman's Updates, and Action Plan Updates. Future meeting dates for October 2026 and February 2027 were confirmed.
The meeting was also scheduled to address the Connect to Work Programme and Skills Bootcamps,
which are designed to help individuals with health conditions, disabilities, or other barriers return to work or retrain in new sectors. The Wiltshire Community Lottery was presented as an initiative to generate sustainable revenue for local good causes.
The Melksham Without Parish Council's Spring Newsletter was also included, detailing plans for a new community centre, a review of Semington Road, and ongoing work on planning matters, including concerns about the cumulative impact of development and energy infrastructure.
The Melksham Area Board's Local Actions Report for May 2026 was presented, outlining progress on priorities such as creating a Youth Network, tackling food insecurity, and assisting adults with complex needs to obtain employment.
The meeting also included a report on Road Safety in the Melksham area, detailing the work of Community Speed Enforcement Officers and the Roads Policing Unit, including statistics on offences such as driving without due care and attention, speeding, and uninsured driving.
