The Personnel Committee of Manchester City Council met on Wednesday 10 June 2026. The meeting's agenda included an update to the disciplinary procedure for senior officers and a review of previous meeting minutes.
Update to Disciplinary Procedure for the Chief Executive and Certain Statutory Officers
A key item scheduled for discussion was an update to the disciplinary procedure for the Chief Executive, Monitoring Officer (City Solicitor), and Chief Finance Officer (City Treasurer). This update was proposed to ensure compatibility with the amended Chief Executive's Handbook (2022). The report outlined proposed amendments to the procedure, including the establishment of a standing Investigating and Disciplinary Committee (IDC) and a Disciplinary Appeals Committee (DAC), both of which are to be politically balanced. The report detailed the process for handling allegations, including informal resolution, investigation by an independent investigator, and the roles of the IDC and DAC in making decisions or recommendations. The report also noted amendments already agreed by Full Council to the Council's Constitution to reflect these changes. The recommendation was for the Committee to agree the amended Disciplinary Procedure.
Minutes of Previous Meeting
The Committee was scheduled to approve the minutes of the previous meeting held on 13 March 2026. The minutes from that meeting indicated that the Committee had considered a report on the Draft Pay Policy Statement 2026-27 and recommended its approval by Council. The previous meeting also addressed an update on Market Rate Supplements, with the Committee noting the supplements in place and approving an updated policy. Additionally, changes to culture personnel, specifically the formalisation of the Director of Culture and Creative Industries role within the Council's structure, were considered, with a recommendation made to full Council for the establishment of this post.
