The Warwickshire Waste Partnership is scheduled to convene on Wednesday 17 June 2026 to review waste management performance data for the 2025-2026 period and discuss updates on national waste strategies. The meeting will also cover progress on food waste collection plans, a report on fly-tipping incidents, and updates from various waste partners across the county.
Waste Management Performance Data 2025-2026
The meeting is scheduled to consider provisional waste management data for the 2025-2026 financial year. This data includes household waste figures, showing a slight increase in the recycling and reuse rate to 23.8% and a significant increase in energy from waste at 43.5%. Conversely, composting rates have seen a decrease of 7.8%. The report also details performance at Household Waste Recycling Centres (HWRCs), with an overall recycling percentage of 51.1% for 2025-26.
Update on Resources and Waste Strategy for England
An update is scheduled regarding the national Resources and Waste Strategy for England. This will likely cover key policy areas such as Extended Producer Responsibility, which has been in operation for nearly a year, and the Simpler Recycling initiative. The strategy also encompasses plans for a Deposit Return Scheme, with an implementation plan expected in May 2026, and the introduction of digital waste tracking for local authorities from October 2026.
Food Waste Collection Plans Update
The meeting is set to receive updates on the progress of food waste collection plans across the various districts within Warwickshire. Nuneaton and Bedworth Borough Council is nearing the completion of procurement processes, with an indicative rollout date for food waste collections in late September 2026. Rugby Borough Council is scheduled to commence food waste collections on 6 July 2026. North Warwickshire Borough Council is planning a phased rollout, with a trial for 750 properties starting in early June 2026, followed by a wider rollout for the remaining households from 6 July 2026. Warwick District Council has reported that most communal properties are now receiving food waste collections, with efforts underway to monitor participation and encourage use.
Fly-Tipping Update Report
A report on fly-tipping is scheduled for discussion, which will include the latest national data and a summary of discussions from an Officer Focus Group on fly-tipping prevention and enforcement. The report highlights an ongoing national trend of increasing fly-tipping incidents, with Warwickshire also experiencing an overall increase. The focus group meeting identified a high level of expertise and good practice across the county, with opportunities for enhanced collaboration. Recommendations include writing to National Highways to request the use of variable message signs to announce Warwickshire as a Fly-tipping Enforcement Area.
Waste Partners Update
Updates from various waste partners are expected, providing information on local waste management activities. Nuneaton and Bedworth Borough Council will provide a verbal update. Rugby Borough Council will also provide a verbal update, which is expected to cover the introduction of an alternate weekly collection pattern alongside the food waste rollout from 13 July. North Warwickshire Borough Council has begun a trial for its food waste collection service and will be introducing a WEEE and battery kerbside collection service. Warwick District Council is installing 'Recycling on the Go' litter bins and has seen a fall in its contamination rate. Stratford-on-Avon District Council achieved the highest household recycling rate in England for 2024/25 and has held a successful e-waste amnesty. Warwickshire County Council will provide updates on its Household Waste Recycling Centres (HWRCs), including the impact of a six-month trial removing the booking requirement, and communication activities such as the Slim Your Bin
programme and school visits.
Health and Safety
An update on health and safety is scheduled, with a particular focus on fires caused by batteries and vapes in waste streams. Recent incidents involving fires in recycling and refuse collection vehicles have been reported, leading to significant damage. The increasing use of rechargeable batteries and vapes is identified as a growing risk. Mitigation measures and the importance of consistent public messaging are expected to be discussed.
Local Government Reorganisation
No matters are scheduled to be raised regarding local government reorganisation.
Agenda Item Suggestions for Next Meeting
A discussion is anticipated regarding suggestions for future agenda items. Councillor Keith Kondakor has suggested a deeper dive into increased waste tonnages, with statistical analysis of their composition. This is expected to be included in the next meeting's agenda.

The schedule for future Warwickshire Waste Partnership meetings is to be confirmed. Meetings are planned for 2 September 2026, 16 December 2026, and 17 March 2027, all commencing at 2 pm.
