The Community Safety Scrutiny Committee is scheduled to meet on Tuesday 16 June 2026 to review performance reports, discuss future work programmes, and examine strategies related to community safety. Key topics include the performance of various services in the 2025-26 financial year, the proposed performance framework for 2026-27, and updates on the Safer Lincolnshire Partnership's strategy and the Lincolnshire Serious Violence Prevention Strategy.

Service Level Performance Reporting 2025-26 Quarter 4

The committee is set to receive a report summarising the service level performance against the Performance Framework for the 2025-26 financial year, covering the fourth quarter. This report will detail how various services have performed against their targets.

Within the Fire Safety section, the report indicates that three measures exceeded their target, two achieved their target, and five did not meet their target. Notably, the average response time to dwelling fires was 10.37 minutes against a target of 11 minutes, and the average response time to all other incidents was 12.24 minutes against a target of 15 minutes. The Risk Based Inspection Programme (RBIP) progress exceeded its target, with 432 inspections completed against a target of 416. The percentage of Home Fire Safety Visits (HFSVs) carried out at households with vulnerable occupants also exceeded its target at 91.4% against a 90% goal. However, the percentage of building regulation applications responded to within 15 working days did not meet its target, with 93.9% achieved against a 100% goal. Contextual measures for fire fatalities and casualties in primary fires will also be presented.

In Emergency Planning, the percentage of parish/ward areas in higher risk flood areas with a completed and registered Community Emergency Plan did not meet its target, standing at 38.6% against a 90% goal. Similarly, the percentage of all parish/ward areas contacted and offered support to develop a Community Emergency Plan was 86.9% against a 100% target, and the percentage of higher-risk flood areas with a plan in development or draft stage was 43.9% against a 90% target.

Under Safer Communities, the report will provide details on Fraud Protect joint working activity, with 157 fraud interventions recorded in the fourth quarter.

For Coroners and Registrations, the percentage of births registered within 42 days exceeded its target at 99% against a 98% goal. However, the percentage of deaths registered within 5 days did not meet its target, at 76% against a 90% goal. Contextual measures regarding open inquest cases and over 12-month inquest cases will also be presented.

In Volunteering, contextual measures will be presented, including the number of voluntary and community groups actively supported (1,315) and the number of people supported who have accessed volunteer opportunities (2,337).

Scrutiny Committee Performance Framework 2026/27

The committee is invited to consider a report on the Scrutiny Committee Performance Framework for 2026/27. This framework is being presented to the Executive Councillor for Community Safety for a decision between 22 and 26 June 2026. Any comments made by the committee will be reported to the Executive Councillor. The report outlines proposed Key Performance Indicators (KPIs) for the upcoming year, detailing which will be reported to the committee and their associated targets and rationales. This includes KPIs related to Fire Safety, Emergency Planning, Safer Communities, Coroners and Registrations, and Volunteering.

Community Safety Scrutiny Committee Work Programme

A report will be presented to allow the committee to consider and comment on its work programme for the coming year. The aim is to ensure that scrutiny activity is focused where it can be of greatest benefit. Members are encouraged to highlight any additional scrutiny activities they believe should be considered for inclusion. The report outlines planned items for future meetings, including performance reports, strategy updates, and specific service reviews.

Safer Lincolnshire Partnership Strategy 2025-28 - Year One Progress Update

This item will provide a progress update on the Safer Lincolnshire Partnership (SLP) Strategy for 2025-28, covering its first year. The report will outline the statutory context of the Partnership, its move to a project-based delivery model, and the progress made to date. It will highlight key place-based and thematic projects currently underway, demonstrating how the Partnership is targeting resources to address significant community safety risks across Lincolnshire. The report details progress on the Universal Offer which includes Prevent, preventative education, Domestic Abuse Related Death Reviews, Data and Insight, and a shared case management system. It also provides summaries of local projects in Skegness and Gainsborough, and countywide projects focusing on unemployment and case management.

Lincolnshire Serious Violence Prevention Strategy 2025-2028 Update

The committee will receive an update on the implementation of the Serious Violence Duty (2022) in Lincolnshire. This duty requires specified authorities to collaborate to prevent and reduce serious violence. The report will summarise work delivered during the 2025-2026 financial year and outline priorities for 2026-2027. It highlights that Lincolnshire, by police force area, has relatively low crime rates. The report details the three mandatory Key Performance Indicators (KPIs) for the Serious Violence Duty: hospital admissions due to assaults with a knife or sharp object, police-recorded serious violence involving knives or sharp objects, and homicides recorded by the police. The report also outlines the funded projects aimed at delivering the strategy, focusing on areas such as public place violence, male-on-male violence, preventing young people's involvement in crime, knife-related crime, sexual offences, and geographic pockets of violence. Updates on new and continuing projects for 2026-2027 are provided, alongside mandatory requirements from the Home Office for reporting and strategy alignment.
