However, the percentage of building regulation applications responded to within 15 working days fell short of the 100% target, achieving 93.9%. Contextual measures for fire fatalities and casualties in primary fires are also presented, with 10 fatalities and 36 casualties reported for the year.

In emergency planning, the completion rate for Community Emergency Plans in higher-risk flood areas stood at 38.6%, below the 90% target, though progress has been made. The percentage of all Parish/Ward areas contacted and offered support to develop a Community Emergency Plan reached 86.9%, also below the 100% target. The proportion of higher-risk areas with a Community Emergency Plan in development or draft stage was 43.9%, short of the 90% target.

Under safer communities, 157 fraud interventions were recorded in Quarter 4, including the deployment of call blockers and community presentations. In coroners and registrations, 99% of births were registered within 42 days, exceeding the 98% target. However, only 76% of deaths were registered within 5 days, falling short of the 90% target. The number of open inquest cases remained below 300, with 264 cases, and the number of over 12-month inquest cases was 34, below the 35 target.

Regarding volunteering, 1,315 voluntary and community groups were actively supported, and 2,337 people accessed volunteer opportunities.

Scrutiny Committee Performance Framework 2026/27
