The Planning and Transportation Committee of the City of London Council is scheduled to convene on Wednesday, 6 May 2026. The meeting's agenda includes the appointment of sub-committees and the election of a Chairman and Deputy Chairman.

Appointment of Sub-Committees

The Committee is set to review and agree the frequency of its meetings and those of its sub-committees. It will also consider the appointment and terms of reference for its sub-committees for the Civic Year 2026/27. These include the Streets and Walkways Sub-Committee and the Local Plans Sub-Committee. The Planning Applications Sub-Committee will also have its terms of reference approved.

The Streets and Walkways Sub-Committee will be responsible for a range of functions including traffic engineering and management, maintenance of the City's streets, and agreement of schemes affecting the City's Highways and Walkways. It will also oversee road safety, the provision and maintenance of bridges, public lighting, and the day-to-day administration of the Grand Committee's car parks. The Sub-Committee will also advise on the progress of implementing the Grand Committee's plans, policies, and strategies relating to the City's Highways and Walkways, as well as the design and strategy for providing signposts in the City. The report indicates that seven members of the Grand Committee will be appointed to this sub-committee, in addition to the Chairman and Deputy Chairman. Representatives from the Finance Committee, Police Authority Board, Port Health and Environmental Services Committee, and the Natural Environment Board are also noted for inclusion.

The Local Plans Sub-Committee will provide guidance and make recommendations on changes to the City of London Local Plan to the Grand Committee. The report notes that the Sub-Committee's work on the City Plan 2040 is now complete, but its membership will offer an opportunity to be involved in the early stages of work on the policies that underpin the City's planning strategy. Up to six members of the Grand Committee will be appointed to this sub-committee, in addition to the Chairman. Representatives from the Policy and Resources Committee and the Port Health and Environmental Services Committee are also expected to be included.

The Planning Applications Sub-Committee will continue to determine planning, listed building, and advertisement consent applications that are not delegated to officers. This includes matters relating to planning obligations, conditions, and the principle of stopping up orders under the Town and Country Planning Act 1990¹.

The report pack also details the scheduled meetings for the Planning and Transportation Committee and its sub-committees for 2026. The Planning and Transportation Committee itself has scheduled meetings on 19 January, 13 March, 6 May, 28 May (cancelled), 22 June, 8 September, and 10 November. The Planning Applications Sub-Committee has a more extensive schedule, with meetings planned for 14 January (cancelled), 10 February, 25 March, 6 May (cancelled), 28 May, 30 June, 8 July, 30 September, 21 October, and 4 December. The Streets and Walkways Sub-Committee is scheduled to meet on 24 February, 13 May, 21 July, 15 September, 27 October, and 8 December. No meetings are currently scheduled for the Local Plans Sub-Committee in 2026, with its previous meeting held on 9 October 2025.
