The Transport Committee of Cambridgeshire and Peterborough Combined Authority Council is scheduled to meet on Wednesday 17 June 2026. The committee's agenda includes a review of the Bus Network Reimagined Project, an update on the Greater Cambridge Transport Strategy, and a discussion on development funding for bus services.
Development Funding For Bus Services
The committee is set to consider recommendations for the allocated spend of proposed Section 106 developer funds. These funds are intended to support improvements to the region's bus network, with a particular focus on the Network Reimagining project and the future pipeline of CPCA Section 106 contributions. The report outlines that a significant amount of Section 106 funding is at risk of being refunded to developers if not committed by 2028. Approval is sought to spend specified Section 106 funds, with delegated authority to the Assistant Director of Public Transport for delivery. This includes a recommendation to approve the award of a Grant Funding Agreement to Stagecoach East to maintain the socially necessary Cambridge – Northstowe Citi 5 service, subject to a subsidy control assessment. Additionally, the committee will consider approving the spend of Section 106 funds for ongoing community transport projects in Northstowe and Sawtry.
Management of the Local Transport Delivery Plan and Wider Capital (Transport) Programme
An update is scheduled on the progress of the Local Transport Delivery Plan (LTDP) since its approval in March 2026. The committee will be informed about the arrangements being established to monitor and report on the delivery of the LTDP, aligning with the Department for Transport's Local Transport Outcomes Framework and associated funding requirements. Six-monthly performance and monitoring updates are planned to be presented to the Transport Committee. The commencement of a Major Capital Programme Review will also be noted, outlining the proposed approach to reviewing and prioritising the existing programme to ensure it is focused, affordable, and deliverable.
Greater Cambridge Transport Strategy
The committee will receive an update on the progress of the Greater Cambridge Transport Strategy (GCTS) and its planned route to formal approval in November 2026. The GCTS aims to provide a strategic transport and connectivity framework for the Greater Cambridge sub-region, supporting the emerging Greater Cambridge Local Plan, the CPCA's Local Growth Plan, and government ambitions for the area. The report will highlight progress since the March 2026 update, summarise key themes from stakeholder engagement roundtables, and present an interim technical report from Steer as the agreed interim strategic position for the emerging GCTS. The committee will also be asked to note the work towards a Statement of Common Ground, intended as an agreed interim position for submission to the Greater Cambridge Shared Planning Service.
Bus Network Reimagined Project - Update
An update is scheduled on the ongoing Bus Network Reimagining Project, detailing emerging proposals developed from a review of selected supported bus services across the Cambridgeshire & Peterborough Combined Authority area. The report will outline the project's methodology, summarise preliminary stakeholder engagement, and present the proposed next steps for further consultation and development. This project aims to create a more sustainable, reliable, and integrated bus network that better reflects passenger demand and aligns with the CPCA's wider transport objectives.
Update on Transport Focus' 2025 Your Bus Journey Survey
The committee will be informed of key findings from the 'Transport Focus 2025 Your Bus Journey Survey' for Cambridgeshire and Peterborough. The report will outline related improvements being introduced for bus users and the approach to monitoring performance through Corporate Key Performance Indicators (KPIs). The survey highlights areas of strong customer experience and opportunities for improvement, particularly concerning bus stop infrastructure, information provision, and maintenance. The Combined Authority has allocated £1 million of capital funding for targeted improvements to bus stops, bays, and shelters.
Budget and Performance Report
The committee is asked to note the outturn financial position of the Transport division for the financial year 25/26, along with the Transport division budget for the next four years, updated for approved carry-forwards.
Bus Franchising: Independent Review into Bus Franchising Implementation Pathways, Strategic Delivery Plan and Next Steps
The committee will receive an update on the Mayor's Independent Review into Implementation Pathways for the CPCA Bus Franchising Scheme. The report will outline the recommendations from this review and the subsequent development of a Strategic Delivery Plan (SDP) to address key concerns. The committee will be asked to note the plan and provide any feedback. Further work on the development of the SDP, including consultation on Service Permits, is also scheduled. The report will also detail the proposed phased implementation of franchising, including timelines for procurement and launch by area.
Community Transport Review
The committee is asked to note the programme plan based on the findings of a commissioned review of community transport. This includes an update on progress for individual projects and the disbursement of Section 106 funding for appropriate projects. Recommendations are to be considered regarding the continuation of support for local Dial-a-Ride and Volunteer Car Schemes through annual grant agreements, and a decision is to be made on the future of the South Cambridgeshire Taxi Voucher Scheme, with options to continue, develop, or discontinue it.
Director's Highlight Report
An update from the Executive Director of Transport on the key activities of the Transport Directorate is scheduled.
Forward Plan
The committee will note the Combined Authority's Forward Plan for June.
Public Questions
Arrangements for asking public questions are outlined, with the deadline for submission being 12 noon on Friday 12 June.
Election of Vice-Chair
The committee will elect a Vice-Chair for the municipal year 2026-27.
Minutes of the previous meeting
The committee will be asked to approve the minutes of the meeting held on 4 March 2026 and to note the action log.
