Application for V&M - Off Licence, 25A Fife Road, Kingston Upon Thames, KT1 1SB
The Sub-Committee is scheduled to consider an application for a new premises licence for V&M - Off Licence, located at 25A Fife Road, Kingston Upon Thames, KT1 1SB. The application seeks authorisation for the supply of alcohol for off-premises consumption, with proposed hours from 10:00 to 20:00 on Sundays and 09:00 to 21:00 from Monday to Saturday.
The report pack indicates that representations have been received from residents concerning the potential impact on the prevention of crime and disorder, public nuisance, public safety, and the protection of children from harm. These representations highlight existing issues in the Fife Road area, including antisocial behaviour, street drinking, litter, and noise. The Metropolitan Police initially raised concerns regarding the prevention of crime and disorder, but these were subsequently withdrawn following amendments to the applicant's operating schedule.

This application seeks authorisation for the provision of late-night refreshments on Fridays and Saturdays from 23:00 to 23:30, and the retail sale of alcohol for on-sales only from 12:00 to 22:30 on Sundays to Thursdays, and 12:00 to 23:30 on Fridays and Saturdays.
The report indicates that no representations were received from Responsible Authorities
such as the police or environmental health. However, one representation was received from an Other Person
(a local resident) raising concerns about potential public nuisance, noise, litter, antisocial behaviour, and parking issues. The applicant's agent has responded to these concerns, highlighting the conditions within the operating schedule designed to address these issues, such as noise management, litter control, and patron dispersal. The operating schedule includes measures such as CCTV, an incident log, staff training on age verification, and restrictions on delivery and refuse collection times.
Hearing Procedure
