The Resources Scrutiny Committee met on Thursday 9 July 2026 to review the council's financial and performance outturn for the 2025-26 financial year, receive an update on the ongoing Local Government Reorganisation (LGR) process, and consider the committee's work programme for the upcoming year.
Performance Monitoring and Budget Monitoring Outturn 2025-26
The committee was scheduled to examine the council's performance against its Council Plan priorities and its revenue budget outturn for the 2025-26 financial year, as at 31 March 2026. This report, which had previously been considered by the Cabinet on 2 July, provided a comprehensive overview of the council's financial position and operational performance. It detailed progress on the 25 Strategic Objectives within the Council Plan, highlighting areas of good progress, those requiring review, and any needing specific action. The report also presented the revenue budget outturn, detailing underspends and overspends across various portfolio areas, including significant pressures in Children's Services and Adult Social Care. The committee was expected to scrutinise this information, ask questions, and identify any areas for deeper examination in its future work programme.
Local Government Reorganisation Update
An update was scheduled to be provided on the Local Government Reorganisation (LGR) concerning the Derby and Derbyshire area. This followed a previous presentation to the committee on 26 February 2026. The purpose of this update was to brief members on the national and local context of LGR, outline the council's consultation submission to the government, and discuss the council's approach to preparatory activities. The presentation was expected to cover general LGR developments across England, specific updates for Derby and Derbyshire, the communications plan, and the council's readiness preparations for Day 1
of any new local government structures. The committee was invited to provide views to support the council's ongoing development of its approach to LGR.
Resources Scrutiny Committee Work Programme 2026/27
The committee was presented with its proposed work programme for the 2026/27 municipal year. This document outlines the items scheduled for consideration throughout the year, aiming to ensure that matters within the committee's remit are addressed in a structured and timely manner.
