The Licensing Committee of Tunbridge Wells Council met on Tuesday 30 June 2026 to discuss a review of the street trading policy. The committee agreed to authorise officers to undertake a public consultation on a proposal to allow an additional Saturday per year for Christmas-themed street trading.

Street Trading Policy Review

The committee considered a report reviewing the existing Calverley Road Sunday Special Street Trading Consent and a proposal for a new Christmas Kick Off Street Trading initiative. The Sunday trading consent, which allows for a monthly market on Calverley Road, has been in operation for one year. Review data indicated a positive impact on footfall in the town centre, with no complaints received from customers or surrounding businesses.

The proposal for the Christmas Kick Off Street Trading initiative seeks to amend the policy to permit one additional Saturday per year for a Christmas market, to support festive events. This would run for five years. The report highlighted that this initiative is part of a wider Christmas event organised by Royal Tunbridge Wells Together (RTW Together) and aims to enhance the festive season and attract visitors.

During the discussion, Councillor Lynne Darrah raised concerns about potential disruption to existing Saturday traders. Sharon Bamborough, Head of the Licensing Partnership, explained that the intention would be to invite these traders to participate in the new event. Councillor Martin Brice inquired about the consultation process, and Hilary Smith from the Economic Development Team confirmed that it would involve online responses and direct engagement with businesses and residents in the affected area.

Councillor David Hayward expressed strong support for the proposal, stating, This is such an obviously positive thing to do. Councillor Ian Price also commented positively on the success of the Sunday market, noting its ability to draw visitors even in poor weather.

The committee was asked to authorise officers to undertake a public consultation on the proposed additional Saturday trading day. This consultation will gather feedback from interested parties and existing consent holders before a final decision is made at a future committee meeting. The recommendations were agreed, and officers were authorised to proceed with the public consultation.

The committee also noted that the next meeting would be held on Tuesday 22 September 2026.
