The Planning Committee of Sutton Council met on Wednesday 1 July 2026 to discuss two planning applications. The meeting's agenda included a review of a proposed development at Seaton House School and an application for extensions to a property in Pine Walk, Carshalton.
Seaton House School, 67 Banstead Road South, Sutton SM2 5LH
The committee was scheduled to consider a phased development at Seaton House School1. This proposal involved the erection of a single-storey building for classrooms, the demolition of an existing two-storey building and its replacement with a new two-storey structure, and the provision of a Multi-Use Games Area (MUGA) and associated landscaping. The report pack indicated that this application had been referred to the committee due to over 10 letters of objection and a de-delegation by Councillor Lisa Webster. The recommendation was to grant planning permission, subject to conditions and a Section 106 agreement. The report highlighted that the development would improve the school's educational facilities without increasing pupil or staff numbers. Concerns raised by residents included parking pressure, traffic, noise, and the visual impact of the development. The council's Sustainability Officer deemed the application acceptable regarding sustainability requirements, and the Highways Engineer raised no objections.

The committee was also scheduled to discuss an application for extensions to a property at 71 Pine Walk, Carshalton2. The proposal included a part one, part two-storey front, side, and rear extension, a replacement garage, a front entrance porch, alterations to an existing patio, and a loft conversion with an increased ridge height, a dormer extension, and rooflights. This application had been de-delegated by former Councillor Moira Butt due to concerns about the proposal's size and massing. The recommendation was to grant planning permission. Objections from a neighbour raised issues regarding the scale and bulk of the development, loss of natural light, overbearing impact, and potential impact on biodiversity. The report noted that the application was exempt from mandatory Biodiversity Net Gain requirements as it was a householder application. The Preliminary Ecological Assessment indicated no evidence of badger activity, and the report concluded that protected species were not reasonably likely to be affected.
