The Greater Lincolnshire Combined County Authority (GLCCA) Appointments Panel was scheduled to meet on Friday, 17 April 2026, to discuss recruitment for two senior roles within the authority. The primary focus of the meeting was the shortlisting of candidates for the positions of Director of Resources and Head of Legal and Governance.

Recruitment for Director of Resources and Head of Legal and Governance

The panel was scheduled to consider a report recommending which candidates should be invited to interview for the roles of Director of Resources and Head of Legal and Governance. These are permanent positions that the Authority agreed to recruit for at a previous meeting on 3 December 2025. The report indicated that both roles are considered difficult to fill and that previous recruitment attempts using conventional methods had been unsuccessful. A specialist recruitment agency was engaged to assist in the process, and they had provided a longlist of candidates for the Appointments Panel to review.

The report outlined that the Appointment Panel's role is to oversee the attraction and evaluation of candidates, and to make decisions on appointments. The panel was asked to approve those candidates from the longlist who should be invited to interview. These interviews were scheduled to take place on 20 April 2026, with members of the Appointment Panel and the Chief Executive (Head of Paid Service). Following the interviews, the panel was to reconvene to determine preferred candidates for each role, subject to satisfactory references and no objections from the Authority.

The report also highlighted that the recruitment process would fully consider the Equality Act 2010¹, which requires public bodies to have due regard to the need to eliminate discrimination, advance equality of opportunity, and foster good relations between people with and without protected characteristics. The report stated that no equality impacts were expected from the proposed recruitment process.

The panel was also asked to delegate to the Chief Executive the task of writing interview questions and presentation topics for each of the roles. The report noted that there were no direct financial implications arising from this report, and no specific Greater Lincolnshire policies were identified as being directly relevant to this agenda item.
