The Blue Badge Appeals Panel of Kingston upon Thames Council was scheduled to consider four appeals against the refusal of Blue Badges. The panel's role was to review the process of the initial assessment and any subsequent internal reviews, rather than reassessing medical eligibility.

Appeals Against Blue Badge Refusals

The primary focus of the meeting was to consider appeals lodged by individuals whose applications for a Blue Badge had been refused. The panel was scheduled to review four specific appeals: Appeal No.1, Appeal No.2, Appeal No.3, and Appeal No.4. These appeals would be heard in private, as they were likely to involve the disclosure of exempt information relating to individuals. The panel's remit was to determine if any procedural irregularities occurred during the initial assessment or the Stage 1 Internal Review, and to assure that the correct processes were followed. The panel would not conduct a clinical or functional reassessment, nor could it directly overturn decisions or issue Blue Badges.

The procedure for the meeting, as outlined in the Public reports pack, stipulated that the panel would review the grounds for appeal and any new or additional information strictly in relation to process. If a procedural irregularity was found, the case would be referred back for a mandatory reassessment. If the process was deemed sound, the original decision would be upheld.

The panel members scheduled to consider these appeals were Councillor Helen Grocott (Chair), Councillor Joanne Barker, Councillor Rizwana Malik, Councillor Anita Schaper, and Councillor Yvonne Tracey. Councillor Anita Schaper also holds the role of Portfolio Holder for Communities, Commissioning and Customer Contact & Governance.
