The Development Committee of Tower Hamlets Council met on Thursday, 09 July 2026, to discuss and decide on several planning applications. Planning Applications for Decision
5 Park Drive, London, E14 9GG
The committee granted planning permission for proposed outdoor seating, umbrella coverings, and associated works at 5 Park Drive, London, E14 9GG. This decision was made in conjunction with two other applications: PA/26/00935, a non-material amendment to reposition a fence and remove a condition at One Park Drive, and PA/26/00936, the discharge of a condition related to street furniture for the wider Wood Wharf development.
The main application sought to expand the outdoor seating area for the adjacent restaurant, Roe, which was noted as a significant contributor to the local economy and employment. Concerns were raised by residents regarding the loss of public realm, potential impacts on amenity, accessibility, and fire safety. To address these, several conditions were imposed, including restrictions on live and amplified music, ensuring the terrace is used only for seated patrons, and limiting noise levels. The committee voted 6 in favour, 0 against, and 0 abstaining for PA/25/01815.
The non-material amendment (PA/26/00935) and the discharge of condition (PA/26/00936) were also granted, with the committee voting unanimously in favour of the non-material amendment. These applications were crucial in mitigating the impacts of the main application by providing an alternative pedestrian route around the building.
42 Adler Street, London, E1 1EE
Planning permission was granted for the refurbishment and extension of the existing hotel at 42 Adler Street, London, E1 1EE. The proposal included adding two storeys to the roof, altering the basement, and erecting a new 'Block C' wing. The decision was made with 5 votes in favour and 1 against.
Objectors raised concerns about the loss of daylight to neighbouring properties, the proposed height being out of keeping with the townscape, and potential noise from rooftop machinery. The applicant, Yoomata Aldgate Property Limited, highlighted the scheme's contribution to visitor accommodation, its family-oriented model, and its commitment to local employment and training.
The committee heard from both objectors and the applicant, with detailed discussions focusing on daylight impacts, the true height of the development, and noise mitigation measures. The Council's independent review by the BRE Group confirmed some daylight impacts, particularly at 18 Plumbers Row, but officers concluded that these were acceptable in the context of the urban environment and weighed against the overall benefits of the scheme. The decision to grant permission was subject to conditions and the completion of a Section 106 agreement, which includes significant financial and non-financial contributions towards local employment, skills, training, and carbon offsetting.
Other Matters
The committee also elected Councillor Iqbal Hossain as Vice-Chair for the Development Committee for the 2026-27 municipal year. The minutes of the previous meeting held on 23 April 2026 were confirmed as a correct record. Procedures for hearing objections and meeting guidance were also noted. The committee noted that there were no deferred items to consider.
