The Development Control Committee of Lancashire Council met on Wednesday 15 July 2026. The committee approved two linked planning applications concerning Ravenhead Quarry. The committee also noted decisions made by the Director of Environment and Regulatory.

Ravenhead Quarry Applications Approved

The committee granted planning permission for two applications relating to Ravenhead Quarry in Up Holland. The first application (LCC/2025/0022) sought permission for an alternative access ramp and road from Chequer Lane into the quarry for restoration vehicles, and to reuse the former Ravenhead Brickworks access. The second application (LCC/2025/0023) sought to vary conditions of an existing permission (LCC/2023/0043) to allow the use of this alternative access and to alter the timing for the submission of a surface water drainage strategy.

Both applications were approved subject to conditions. Concerns were raised by councillors regarding highway safety, particularly the narrowing of the access and potential difficulties for large vehicles. There was also discussion about the potential for mud and debris on the highway, and the need for effective wheel cleaning and sheeting of lorries. The committee agreed to an amendment to condition 18 of the existing permission to ensure vehicles entering and leaving the site are sheeted, with the exact wording to be agreed after the meeting.

Regarding ecological matters, it was noted that while a full survey of the woodland buffer area had not been submitted, protected species are afforded protection under the Wildlife Act. The applications were considered to be in accordance with the development plan and national planning framework, with conditions in place to manage highway safety, residential amenity, and ecological impacts.

Decisions Noted

The committee noted a report detailing decisions taken by the Director of Environment and Regulatory in accordance with the County Council's Scheme of Delegation. These included the approval of a non-material amendment for Whitemoss Landfill Site, a lawful development certificate for mineral and waste aggregate storage at Mossy Lea Road, Chorley, and planning permissions for roof replacement and car park access at Chorley Central Library, and an extension to Rosegrove Nursery School in Burnley.

The next meeting of the Development Control Committee was scheduled for Wednesday, 2 September 2026.
