The Development Control Committee of Lancashire Council met on Wednesday, 15 July 2026, to discuss planning applications related to Ravenhead Quarry.

Ravenhead Quarry Access and Restoration

The committee resolved to grant planning permission for two linked applications concerning Ravenhead Quarry on Chequer Lane, Up Holland. The first application (LCC/2025/0022) was for the use of an alternative, southern access point from Chequer Lane for restoration vehicles, along with the construction of a ramped access into the quarry. This new access is intended to replace the existing one, which had previously caused issues with mud on the highway. The decision was made subject to conditions, including the implementation of improved highway safety measures and signage to direct HGV traffic.

The second, linked application (LCC/2025/0023) involved varying conditions of an existing planning permission (LCC/2023/0043) for the quarry's restoration through infilling. The variations allow for the use of the new southern access and alter the timing for the submission of a surface water sustainable drainage strategy. An amendment was agreed to condition 15 to ensure that all vehicles entering the site would be securely sheeted, addressing a concern raised by Councillor Adrian Owens regarding potential dust from unsheeted incoming vehicles. The exact wording of this condition will be finalised after the meeting. Conditions related to the commencement and cessation of mineral extraction were removed as they were no longer relevant due to the passage of time.

During the discussion on the access arrangements, Councillor David Shaw raised concerns about the narrowed entrance geometry potentially causing difficulties for large vehicles. The committee was assured that the narrowed access was a proposal from the Highways Authority and that conditions would be in place to manage traffic flow, including the use of signage.

Regarding ecological matters, it was noted that while a full ecological survey of a nearby woodland buffer area had not been submitted, the site's previous industrial use and existing hard surfacing meant that direct ecological harm was considered minimal. Biodiversity net gain requirements would still need to be met through off-site measures or the purchase of biodiversity credits.

The committee noted decisions taken by the Director of Environment and Regulatory in accordance with the County Council's Scheme of Delegation.
