The Eltham & Kidbrooke Area Planning Committee met on Tuesday 23 April 2024 to consider two planning applications. The meeting was scheduled to discuss proposals for new housing development and a change of use for an existing property.
Car Park Rear of 370-380 Footscray Road, SE9
Planning permission was sought for alterations to an existing car park to allow for the erection of nine terraced houses. The proposal included associated car parking, cycle storage, refuse storage, hard and soft landscaping, and vehicular access. The report pack indicated that this application had been deferred from previous meetings to allow for further discussions regarding site access for construction traffic. Discussions with the Co-op had taken place, and it was noted that they had refused permission for construction vehicles to use their car park entrance. This meant that access from Blanmerle Road was considered the only viable option for construction traffic. A Construction Management Plan (CMP) had been submitted, which was considered sufficiently detailed to ensure no adverse impacts from the construction process on neighbouring properties. The report also detailed objections received from residents concerning the suitability of Blanmerle Road for construction traffic, safety concerns, and the potential impact on parking and highway infrastructure.
14 Froissart Road, Eltham, London, SE9 6QQ
Planning permission was sought for the change of use of a dwelling from Use Class C3 (dwellinghouse) to Use Class C4 (house in multiple occupation - HMO), along with associated external alterations. This was a resubmission of a previous application that had been refused due to undersized bedrooms. The current proposal included five bedrooms, with some featuring ensuite bathrooms, and a communal kitchen/dining area. The report indicated that the size of Bedroom 3 had been amended from the previous application. The proposal also included the provision of cycle storage in the rear garden. The report noted that the site had a Public Transport Accessibility Level (PTAL) of 2, indicating poor public transport accessibility, and that the surrounding roads were narrow. The Council's Waste Services had requested space for five 240-litre bins, and while the plans indicated three, it was considered that sufficient space existed for the required number. The report also detailed the proposed internal space standards for the bedrooms, kitchen, and bathroom provision, and noted that the development would be dual aspect.
