The Eltham & Kidbrooke Area Planning Committee met on Tuesday 23 April 2024 and granted planning permission for two applications. The committee approved the erection of nine terraced houses on a car park site and granted permission for a change of use to a House in Multiple Occupation (HMO).
Car Park Rear of 370-380 Footscray Road, SE9 (Ref: 23/3034/F)
Full planning permission was granted for the development of nine terraced houses on the car park behind 370-380 Footscray Road, SE9. The decision was made subject to conditions outlined in the main report and addendum, with the Assistant Director (Planning & Building Control) authorised to make minor amendments to the wording of these conditions.
The application had been deferred from a previous meeting to allow the applicant to explore alternative site access for construction traffic. However, discussions with the Co-op confirmed that their car park entrance could not be used for this purpose, leaving access via Blanmerle Road as the only viable option. A Construction Management Plan was submitted and deemed sufficiently detailed by council officers to mitigate any adverse impacts on neighbouring properties.
During the discussion, concerns were raised by ward councillors and residents regarding traffic issues, highway safety, design, and site access during and after construction. The Assistant Director, Planning & Building Control, reminded members that as officers had raised no objections to the issues they were concerned about, clear reasons would be needed if they were minded to reject the application.
14 Froissart Road, Eltham, London, SE9 6QQ (Ref: 24/0489-F)
Full planning permission was granted for the change of use of a dwelling at 14 Froissart Road, SE9 6QQ, from Use Class C3 (dwellinghouse) to Use Class C4 (House in Multiple Occupation - HMO), along with associated external alterations. This decision was also subject to conditions detailed in the report and addendum, with the Assistant Director of Planning & Building Control authorised to make minor wording changes.
The application was a resubmission following a previous refusal for a similar proposal due to the undersized nature of one of the bedrooms. The revised application amended the size of Bedroom 3, with other bedroom sizes remaining constant. The HMO would accommodate a maximum of five occupants across five bedrooms, with most bedrooms featuring ensuite bathrooms. The proposal also included the provision of six cycle storage spaces.
Concerns raised by the council's Transportation department regarding potential increased parking demand were noted, but officers concluded that the existing off-street parking space, combined with the proposed cycle storage, complied with adopted planning policy. Waste Services confirmed that adequate space for bins could be provided, and this would be secured by condition. The application was called in by Councillor Merrill for consideration at the committee.
