The Planning Committee of Harrow Council was scheduled to discuss a major development proposal for Stanmore College. The meeting's agenda also included procedural items related to committee business and the consideration of planning applications.
Stanmore College Redevelopment

The proposed development aims to replace outdated facilities, some dating back to the 1960s, with modern educational environments. The new buildings would accommodate an increase in student numbers, with vocational studies for 16-19 year olds and adult learners. The proposal includes new teaching and study areas, laboratories, a sports hall, and spaces for Special Educational Needs and Disability (SEND) provision.
A significant aspect of the proposal involves community access to certain facilities, including a café and a sports hall, outside of college hours. The report pack outlined that a Section 106 legal agreement would be required to cover various matters, including a community use agreement, a college operational management plan, transport and highways contributions, employment and training provisions, safeguarding for decentralised energy networks, and biodiversity net gain.
Concerns raised by local residents and consultees included potential impacts on residential amenity, traffic and parking, character of the area, and the setting of the Old Church Lane Conservation Area. Specific issues highlighted in the report pack included the scale and massing of the proposed buildings, potential overlooking and loss of privacy, the loss of mature trees, and the proposed material finishes. The report pack also detailed recommendations for conditions and obligations to mitigate these concerns, such as the use of obscure glazing for certain windows and a requirement for a detailed construction logistics and phasing plan.
The report pack also noted that the proposal was subject to a recommendation to refuse planning permission if a Section 106 agreement was not completed by a specified date, citing potential failures to mitigate impacts on biodiversity, provide sufficient community benefit, and address residential amenities.
Procedural Matters
The agenda also included several procedural items for the Planning Committee. These typically involve noting the attendance of reserve members, agreeing requests for councillors not on the committee to speak, receiving declarations of interest, and hearing any deputations. The committee was also scheduled to confirm whether representations from objectors and applicants regarding planning applications would be received.
