The Licensing Sub-Committee of Barnet Council met on Tuesday 9th June 2026 to discuss a report concerning a review of a premises licence. The meeting's agenda also included the standard procedural items for such a committee.
Review of Premises Licence for Transilvania Store Ltd t/a EU Mini Market
The primary item scheduled for discussion was a report concerning the review of the premises licence for Transilvania Store Ltd, trading as EU Mini Market, located at 49 Golders Green Road, London NW11 8EL. The report, presented by the Licensing Manager, Zekiel Cudjoe, detailed an application to review the licence under sections 51-52 of the Licensing Act 2003.
The application for review was made by Karl Schultz, Trading Standards Team Leader for the London Borough of Barnet, on the grounds of the alleged sale of non-duty paid cigarettes from the premises. The report indicated that the Licensing Sub-Committee was asked to consider the application and any relevant representations, with the aim of promoting the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm.
The report outlined the potential steps the Sub-Committee could take if they considered them appropriate, as set out in Section 52(4) of the Licensing Act 2003. These steps include modifying the conditions of the licence, excluding a licensable activity, removing the designated premises supervisor, suspending the licence for up to three months, or revoking the licence entirely. The report also referenced the Council's Statement of Licensing Policy 2025 and the Guidance issued under Section 182 of the Licensing Act 2003.
The report detailed the history of the premises, including previous seizures and warnings issued by Trading Standards. It noted that the application for review was based on allegations of the sale of smuggled goods, which relates to the prevention of crime and disorder and public safety licensing objectives. The report stated that no representations were received either in support of or against the application for review.
The officers' recommendation was that the Licensing Sub-Committee consider the application to review the premises licence. The report also included annexes containing the review application form, the current premises licence, representations (which were noted as blank), matters for decision, and the relevant guidance.
The meeting agenda also included standard procedural items such as the appointment of a Chair, the declaration of interests, and the Licensing Sub-Committee Hearing Procedure, which outlines the process for conducting hearings under the Licensing Act 2003. The agenda also indicated that there would be a motion to exclude the press and public for deliberation in private session, followed by the re-admission of the press and public for the announcement of the Sub-Committee's decision.
