The Ashington & Blyth Community Partnership meeting scheduled for Wednesday 20 May 2026 included discussions on planning challenges and opportunities, as well as the confirmation of appointees to outside bodies. The meeting also featured a community market place for informal discussions.
Planning: New Challenges and Opportunities
A significant portion of the scheduled discussion focused on Planning – New Challenges and Opportunities.
Rob Murfin, Director of Housing and Planning, was expected to present on this topic. The report pack indicated that the discussion would cover how county housing targets are set, the importance of local plans aligning with available infrastructure, and the collaboration between Northumberland County Council (NCC) and sectors such as the NHS and education for schemes and funding.
The report pack highlighted concerns about the future housing land supply. It stated that NCC currently has a 7.5-year housing land supply (YHLS), but this is forecast to fall below the required five years by 31 March 2027 if housing targets increase. This situation could trigger a presumption in favour of sustainable development, a policy that requires local planning authorities to grant planning permission unless specific adverse impacts outweigh the benefits of the development1. The discussion was also expected to touch upon the balance between housing demand in rural and non-rural areas, affordability issues, and the mandatory nature of new government housing targets. Furthermore, the integration of new housing developments with community needs, such as proximity to new Northumberland Line stations, was to be considered. The report pack also noted that applications for housing developments often need to be accepted before funding for necessary infrastructure improvements becomes available, and that Northumberland has inherited roads that require significant work to meet adoption quality standards.
Outside Bodies
Members were scheduled to confirm their continued appointments to various outside bodies. These included the Blyth Valley Disabled Forum, to which Councillor Mark Peart was appointed, and Northumberland Community Voluntary Action, with Councillor Caroline Susan Ball appointed. A vacancy was noted for the Community and Voluntary Action Blyth Valley organisation.
Community Market Place and Informal Discussion
The meeting agenda included a Community Market Place and Informal Discussion.
This was set up to facilitate informal conversations between members and various local businesses and organisations. Attendees were scheduled to have the opportunity to engage with representatives from the fire service, Barnsbury BMX, Ed Waugh (writer of Wor Bella
), and the Community Governance Review Team.
Other Scheduled Items
Other items on the agenda included the receipt of apologies for absence, the noting of the minutes from the previous meeting, and a session for public question time. Members were also to be given the opportunity to contribute to the forward plan for future meetings, suggesting agenda items of public interest. Any urgent business was also to be considered, along with the date of the next meeting, scheduled for Wednesday 22 July 2026.

The presumption in favour of sustainable development is a key principle in English planning policy, often referred to as the 'tilted balance'.
