The Planning Committee of Boston Council met on Tuesday 28 July 2026 to discuss a planning application for a venue. The committee approved the application, subject to several new conditions, including restrictions on overnight stays and amendments to operating hours and external activities.

Planning Application for Venue Approval

The committee considered a planning application for a venue, which was ultimately approved with amendments and additional conditions. Councillor Barrie Pierpoint raised concerns about noise and disturbance from people leaving the premises and requested a condition to prohibit overnight stays in camper vans. Nick Atkinson, a council officer, confirmed that such a condition could be added and that delegated powers could be given to officers to finalise the wording. Councillor Alison Austin supported the inclusion of the camper van condition, noting that while she personally had reservations, there were no planning grounds to refuse the application. Councillor David Middleton expressed internal conflict, stating that while his emotions were against the establishment, he had to make a decision based on planning law and officer advice. Councillor Stephen Woodliffe echoed this sentiment, stating he would move the application despite personal opposition, as there was nothing in the report to justify refusal.

Councillor Woodliffe also requested clarification on Condition 3, regarding operating hours, and Condition 4, concerning external music and activities. Ian, a council officer, explained that Condition 3 would set operating hours from 11 am to 10 pm on Thursdays, and 11 am to 2 am on Fridays and Saturdays, with Sundays and bank holidays from 11 am to 10 pm. He also proposed an amendment to Condition 4, stating that live or recorded music in external areas, including the pergola, would be restricted to 11 am to 10 pm on all days. External activities, other than smoking in a designated area, would cease at 11 pm. A brief discussion ensued regarding potential conflicts between the 11 pm and 10 pm timings on Sundays and bank holidays, with a consensus reached to ensure all external activity stops at 10 pm on all operating days, with the exception of the smoking area until 11 pm.

Councillor Austin also inquired about the business hours for Frampton Marsh¹ and the potential impact of visitors. Nick Atkinson clarified that the RSPB² figures of 66,000 visitors per year to Frampton Marsh refer to the number of people, not vehicles, and that the nature reserve, car park, and hides are open from dawn till dusk, with visitor facilities and the cafe operating from 9:30 am to 4 pm. Councillor John Baxter expressed concern about the lack of familiarity some committee members might have with the area, suggesting they should visit to understand the context. Councillor Middleton later proposed a motion to approve the application, which was seconded by Councillor Carl Mellor. Councillor Mellor suggested that the condition regarding overnight accommodation should not be limited to camper vans but should encompass any form of overnight stay. The motion was carried unanimously.
