The Standards Committee of Cornwall Council met on Thursday 30 July 2026. They received reports on organisational and ethical standards complaints and approved their Work Programme for July 2026 to April 2027. The committee also considered an advisory motion from the full Council regarding the assessment of standards complaints.

Organisational Complaints Report

The committee received an update on organisational complaints, noting that delays persist within the Local Government and Social Care Ombudsman process, particularly for complaints related to Together for Families and Adult Social Care. Officers explained that LEP in reporting data referred to the former Local Enterprise Partnership and that this would be updated. Assurance was given that actions arising from complaints and lessons learned are monitored by the Customer Feedback Team. Members agreed that achieving the correct outcome for customers is more important than speed of response, and welcomed a proposed new format for future complaints reporting that includes additional visual performance information, while emphasising the need to retain access to detailed data. The report was noted by the committee.

Ethical Standards Complaints

A report on ethical standards complaints was presented, with members suggesting that future reports should distinguish between the number of complaints received and the number of underlying incidents, to better demonstrate that complaints are assessed on their merits. Concerns were raised about consistency in reporting subject members, with the advice that they are not typically named until a decision notice is issued. The committee discussed the increase in coordinated complaints promoted through social media, with officers confirming that complaints identified as political campaigning would be rejected at the initial filtering stage. It was agreed that this issue would be considered further by a relevant Working Group. Members also heard that officers regularly receive enquiries from councillors seeking advice on interests and standards matters. The committee noted that many authorities have experienced similar increases in complaint levels and agreed that comparative information would be brought to a future meeting. An inaccuracy in the report regarding the naming of a subject member was identified and acknowledged by officers. The report for Q1, 2026–2027 was noted.

Standards Committee Work Programme 2026-2027

The committee approved its Work Programme for July 2026 to April 2027. They also resolved to re-establish two Working Groups: one to undertake recruitment to the Standards Committee, and another to consider the Code of Conduct, Assessment Procedures, and the Guide to Bullying and Intimidation. However, the re-establishment of Working Groups focused on Ombudsman complaints relating to Adult Social Care and Together for Families will be paused pending a review at the committee's October meeting. Members acknowledged uncertainty regarding the Government's proposed changes to the ethical standards regime, including a potential standardised Code of Conduct and assessment procedures, and agreed that any government changes would need to be incorporated into the committee's ongoing review of its procedures. The view was expressed that public and member understanding of the standards regime could be improved. The committee also noted that recruitment action would be required for a recent resignation from the pool of Independent Persons and a vacancy among Town and Parish Council representatives.

Advisory Motion from Council

The committee considered an advisory motion from the full Council, which had been referred due to its relation to the Code of Conduct and the procedures for assessing standards complaints. The committee noted the Advisory Motion and the requirement to report back to the Council. They endorsed paragraphs 1, 5, 8, and 9 of the motion and considered that the guidance requested in paragraph 6 already exists in the form of the Code of Conduct Assessment Procedures. Paragraph 7 of the motion was passed to the Working Group reviewing procedures for dealing with complaints, with the Working Group allowed to undertake consultation and obtain advice as necessary. The committee also asked the Council to note the actions undertaken by the Standards Committee regarding the Advisory Motion.
