The Licensing (2003 Act) Sub-Committee was scheduled to consider an application for a new premises licence for the Radiate Festival, to be held at Beckton District Park South. The meeting's agenda also included discussions on declarations of interest and confirmation of procedure.
Radiate Festival at Beckton District Park South
The primary item scheduled for discussion was an application for a new premises licence for the Radiate Festival, proposed to take place at Beckton District Park South, Stansfeld Road, Beckton, E6 5LT. The applicant, Radiate Festival Ltd, sought to establish a multi-function, open-air event space for various licensable activities throughout the year.
The proposed licensable activities included the supply of alcohol (both on and off-premises) and regulated entertainment such as plays, films, indoor sporting events, boxing or wrestling, live music, recorded music, and dance. The requested operating hours for these activities were Monday to Sunday, from 09:00 to 23:00. The application indicated a proposed maximum capacity of 4,999 persons on site at any one time.
Representations were noted from Highways & Sustainable Transport, raising concerns regarding the prevention of public nuisance. The Council Licensing Team also made representations as a responsible authority, citing concerns related to crime and disorder, prevention of public nuisance, public safety, and the protection of children from harm.
The report pack included an Event Management Plan (EMP) detailing operational, production, and safety management for the festival. This plan outlined proposed measures for crowd management, security, noise control, waste management, and emergency procedures. It also detailed plans for alcohol management, including age verification policies and staff training.
Supplementary documents provided updated maps of the proposed site layout and comments from Highways & Sustainable Transport. These comments raised significant concerns regarding the proposed use of crossovers to adjacent highway land, vehicle movements over footways, and the potential impact on the Capital Ring route. Concerns were also raised about event attendance figures, the requirement for a Section 16A Special Events Traffic Order, and the need for coordination with Transport for London (TfL). The Highways representation stated that, without lawful mechanisms in place to prevent displaced parking, congestion, and obstruction of emergency services, they must maintain their representation on the grounds of public safety.
The report pack also included details on the licensing objectives and the steps the applicant intended to take to promote them, covering crime and disorder, public safety, prevention of public nuisance, and protection of children from harm. Specific attention was given to safeguarding measures, including staff vetting and procedures for lost children and vulnerable adults.
The meeting was scheduled to hear the application and any valid representations received from responsible authorities and interested parties to determine the application.
