The Economy & Culture Scrutiny Committee is scheduled to meet on Tuesday 26 May 2026. The meeting's agenda includes pre-decision scrutiny of the council's Regeneration Strategy and Investment Zone proposals, as well as a progress update on the Filming in Cardiff inquiry.
Regeneration Strategy 2025-2030: Pre-Decision Scrutiny
The committee is set to undertake pre-decision scrutiny of the proposed Regeneration Strategy 2025-2030. This strategy aims to enhance the vitality and viability of Cardiff's district and local centres, supporting the creation of sustainable communities in line with the placemaking objectives of the emerging Replacement Local Development Plan (RLDP). The report pack details the strategy's structure, which includes an overview of the approach to consultation, analysis of consultation responses, and proposed amendments to the draft strategy. Key areas of change include a restructured document for improved readability, a stronger focus on good food access, accessibility, safety and security in public spaces, heritage assets and museums, and strengthened community engagement and co-design. The strategy also incorporates a community asset map.
The report to Cabinet, attached as Appendix A to the report pack, outlines the background, issues, approach to consultation, consultation responses, draft strategy amendments, funding and priorities, the Transforming Towns Programme, the City Centre strategy, and strategy governance. The committee is expected to explore the consultation process, how responses have informed the strategy, and test the implications and risks to the council. The report also details financial and legal implications, with a recommendation for Cabinet to note the outcome of the consultation and approve the Regeneration Strategy 2025-2030. The committee's previous scrutiny of regeneration projects and initiatives, including the Shared Prosperity Fund and its inquiry into 'Shaping Cardiff's Post Pandemic Economic Recovery', is noted.
Investment Zone Report to Cabinet
The committee is expected to consider a report on the Investment Zone, which includes the council's response to the Economy & Culture Place-Based Economic Interventions Inquiry. This item is scheduled for pre-decision scrutiny.
Filming in Cardiff Inquiry Monitoring: Progress Update
A progress update is expected on the implementation of the Cabinet's response to the recommendations made in the Economy & Culture Scrutiny Committee's January 2025 inquiry report, 'Filming in Cardiff'. The committee previously explored how Cardiff Council could encourage and facilitate filming in the city, enhance income generation, reduce costs, and maximise benefits for local people and the economy. The Cabinet's response, agreed in July 2025, saw nine recommendations fully accepted, four partially accepted, and one rejected. The update will detail the progress made in implementing these accepted and partially accepted recommendations.
Correspondence Update
The committee is expected to receive an update on correspondence sent and received since the previous meeting. This includes a list of letters sent by the Chair, Councillor Peter Wong, to relevant Cabinet Members and officers, along with the responses received or awaited. Topics covered in this correspondence include pre-decision scrutiny of reports on Heritage Building Support Park House, International Sports Village Development, City Hall, and the Visitor Levy Consultation, as well as scrutiny of the FIFA Women's World Cup, Euros 2028 preparations, the Connect to Work report, and the Allotments Service. The committee may wish to discuss and agree any follow-up actions required.
