Application for a New Premises Licence: Unilever, Sunlight House, 22 Eden Street, Kingston
The Sub-Committee is scheduled to consider an application for a new premises licence for Unilever, located at Sunlight House, 22 Eden Street, Kingston upon Thames, KT1 1BY. The application, submitted by Sodexo Limited, seeks to authorise the retail sale of alcohol for both on and off-site consumption between Monday and Sunday, from 8:00 am to 11:00 pm.
The report pack indicates that the applicant has proposed specific conditions for the sale of alcohol, limiting it to directors, partners, officers, and employees of Unilever UK and their guests, as well as individuals attending private or organised functions by invitation. No representations were received from Responsible Authorities such as the Police or Environmental Health. However, one representation was received from an Other Person
concerning the prevention of public nuisance. This representation raises concerns about potential congestion and noise levels during late evening periods, particularly around bus stops and pedestrian routes, and the impact of event-related traffic and parking on surrounding streets. The application, made by Warren House Hotels Limited, seeks authorisation for regulated entertainment, including film exhibitions, indoor sporting events, live and recorded music, and dance performances, from 10:00 am to midnight daily, with late-night refreshment provided from 11:00 pm to midnight. The supply of alcohol for on-site consumption is requested between 10:00 am and midnight daily, with an exception allowing supply at any time to bona fide residents and overnight guests.
This application has generated significant public interest, with 24 valid representations received from Other Persons.
These representations primarily focus on concerns related to the prevention of crime and disorder and the prevention of public nuisance. Objectors have raised issues regarding potential noise disturbance from amplified music, patrons arriving and departing late at night, and the impact of external lighting. Concerns have also been voiced about increased anti-social behaviour, traffic congestion, parking issues, and the general safety of residential streets due to late-night activity. Several representations reference existing planning conditions imposed in 2018, which aimed to protect the amenities of surrounding occupiers, and express concern that the proposed licence may contravene these.
