The Planning Applications Sub-Committee meeting scheduled for Monday, 8 June 2026, was set to discuss proposed works to Crescent House on the Golden Lane Estate and amendments to a planning permission for 47-50 Mark Lane. Crescent House, Golden Lane Estate, EC1Y 0SL
The committee was scheduled to consider applications for planning permission and listed building consent for works at Crescent House, Golden Lane Estate. These works were described as pertaining to fire safety, building services, external repairs, and redecorations. The report pack indicated that these proposals formed part of a wider ongoing program to upgrade and refurbish the building. The site is located within the Barbican and Golden Lane Estates Conservation Area and is a Grade II* listed building. The report detailed extensive pre-application engagement with various stakeholders, including Historic England and the Twentieth Century Society, who had indicated their support for the proposals. 47-50 Mark Lane
The committee was also scheduled to discuss an application under Section 73 of the Town and Country Planning Act 1990 concerning 47-50 Mark Lane. This application sought to remove or vary several conditions attached to previous planning permissions, including those related to heritage assets, terrace hours, cycle parking, retail floorspace, and use class floorspace. The proposal also included a deed of variation to the Section 106 agreement to amend planning obligations concerning a Tourist Touchdown Space, public access to a roof terrace, and the inclusion of a Community Outreach Management Plan. The report highlighted that the amendments were a response to market feedback indicating that the previously consented scheme did not meet the requirements of City occupiers, particularly those seeking headquarters-style accommodation. This had led to proposals for the reconfiguration of the ground and basement levels, including replacing retail and cultural space with an office lobby, and a smaller public house. The report noted 18 letters of objection, primarily concerning the loss of retail and active frontage, a reduction in public benefits and cultural offer, and concerns about reduced vitality and public access. The officer's assessment considered these objections in relation to development plan policies and emerging policy in the City Plan 2040, with a particular focus on the balance between heritage harm and public benefits.
