The General Purposes Committee of Brent Council met on Monday 22 June 2026, approving changes to probationary periods for new staff and noting updates on amendments to terms and conditions. The committee also confirmed appointments to its sub-committees.
Contractual Change to Probationary Periods
The committee approved a significant change to the Council's probationary period for new employees, reducing it from six months to four months, effective from 1 July 2026. This change aligns with the forthcoming Employment Rights Act 2025, which will reduce the qualifying period for unfair dismissal claims from two years to six months. The probationary extension period will also be reduced from 13 weeks to four weeks. Councillor Gwen Grahl, Deputy Leader and Cabinet Member for Finance & Resources, presented the report, highlighting that this measure aims to support new staff and ensure decisions about recruitment and retention are made at an earlier stage. The change has been approved by recognised trade unions.
Concerns were raised by Councillor Suresh Kansagra, Leader of the Conservative Group, regarding the number of employees affected and the potential financial and reputational risks associated with the reduced timeframe for unfair dismissal claims. While acknowledging that the Council has not historically experienced a high volume of such claims, the report notes that the reduction in the claim period from two years to six months introduces greater financial and reputational risk. Councillor Robert Johnson, Cabinet Member for Housing, Homelessness & Renters, clarified that the policy applies to all new external staff, with exceptions for specific roles like social workers who have defined probationary periods.
Update on Amendments to Terms and Conditions
The committee received an update on the implementation of amendments to staff terms and conditions, which have been in effect since January 2026. These changes, which formalise and standardise overtime payments and other additional allowances, aim to create a fairer, more consistent, and transparent system for all staff. The report indicated that these changes have led to reduced financial commitments due to improved governance over additional payments.
Councillor Keith Perrin inquired about the financial implications, and it was confirmed that the changes are expected to result in savings. Councillor Kansagra noted that the changes had been successfully implemented and that a new handbook has been developed to consolidate terms and conditions. The report also mentioned ongoing work to review social care payments and the expenses policy, as well as adapting to changes from HM Revenue and Customs. The committee agreed to the recommendations outlined in the report.
Review of Representation of Political Groups and Appointments
The committee reviewed and confirmed the representation of political groups on its sub-committees for the 2026-27 municipal year. This followed a review by Full Council on 20 May 2026. The allocation of seats on the Pension Fund Sub-Committee, Senior Staff Appointments Sub-Committee, and Senior Staff Appeals Sub-Committee was determined based on the political balance principles outlined in the Local Government and Housing Act 1989.
James Kinsella, Governance & Scrutiny Manager, explained that the allocation aims to reflect the political composition of the Full Council. A specific point of discussion was the final seat on the Pension Fund Sub-Committee, which, after calculations, fell between the Conservative and Liberal Democrat groups. Following consultation with the respective group leaders, it was agreed that this seat would be allocated to the Conservative group. The committee then proceeded to confirm the appointments to these sub-committees, as detailed in the agenda.
